Progress on 2004 TOS Goals • Complete generator “Automatic Voltage Regulator (AVR) Policy”. • Completed • Complete Power System Stabilizer Design and Performance Criteria”. • Completed • Complete review of 2002-2003 Disturbance Reports. • 60% complete • Update the following guidelines: • “Guidelines for Time Synchronization of Protection, Control and Monitoring”. • “Underfrequency Load Shedding Relay Application Guide”. • Both have completed due process. • Both will seek approval at October’s OC meeting.
OC Approval Items • “Automatic Voltage Regulator Policy Statement”. • Requires AVRs on all synchronous generators. • 30 MVA and above new or existing units that are replacing their exciter shall be required to have high initial response excitation systems. • AVR equipment shall be tested and calibrated in conjunction with the balance of the excitation system as often as necessary, but no less frequently than required by NERC/WECC Standards. • Outlines minimum performance requirements. • Completed due process and approved by TOS.
