  1. Al BadellaTechnical Operations Subcommittee Chair Operating Committee Report March 26th, 2014 Salt Lake City, UT.

  2. Work Group Activities • Telecommunications (TELWG) • Telecommunications Workgroup is evaluating performance and reliability problems with the Intertie 137 hotline circuit as well as evaluating potential solutions. CAISO is coordinating requirements and funding solutions among the members. • Telecommunications Workgroup reviewed and approved the proposed “Voting Procedures for the TOS and all Reporting Sub-Groups” document with one minor change. .

  3. Work Group Activities • Telecommunications Workgroup reviewed and approved a revised charter. • Telecommunications Workgroup was asked by the RASRS if they would be willing to make a presentation on telecommunications technology changes in the utility industry at the July 2014 RASRS meeting. • Telecommunications Workgroup reviewed the COM-001-WECC-RBP-1 document and agreed that it would remain as a regional business practice. • Telecommunications Workgroup next meeting is scheduled for July 17 and 18 in Lakewood, CO.

  4. Work Group Activities • Relay Work Group(RWG) • Relay Workgroup is in the process of identifying all documents revised over 5 years old for review and updating. • The Relay Workgroup received approval from the BOD for closed session and updated the Charter accordingly.

  5. Work Group Activities • The Relay Workgroup will begin a review, and analysis and trending pertaining to the misoperation data reported under PRC-003-WECC-CRT-1 for 2012 in upcoming April meeting. • Relay Workgroup will be meeting in April in Salt Lake City.

  6. Workgroup Activities • Control (CWG) • The CWG has received a copy of the TSS Study on the effect of PSS in the Western Interconnect. The CWG determined that based on the study, the CWG recommended to the WSC that the Project WECC-0099 be retired and new SAR developed. On February 11, 2014, the WECC Standards Committee (WSC) approved Standard Authorization Request WECC-0107 Power System Stabilizer (PSS) Design and Performance. This SAR will develop PSS related materials into a WECC Regional Reliability Standard (RRS).

  7. Work Group Activities • This SAR is an iterative step following the completion of WECC-0099 Power System Stabilizer Design in which the drafting team was assigned to review various documents to determine whether a RRS addressing the reviewed substance should be drafted. WECC-0099 has been retired and the project site has been archived. A new drafting team for the WECC-0107 SAR includes the CWG members who participated on WECC-0099 drafting. The Project is being coordinated with Shannon Black. • Substation Workgroup (SSWG) • Substation Workgroup held its annual meeting on May 6, 7 & 8th in Salt Lake City.
