Excellent Leadership • All Organs are checked & Balanced • Happiness of the Kingdom = the happiness of its people. • Happiness of the people lies in: • Wealth – Create more wealth • Protection and safety • Rule of Law – Impartial and Neutral • Opportunity to carry out one’s vocation without let or hindrance • Perception of ‘Just’ …appropriate punishment for transgression • Rulers, Ministers, Govt Officials • Servants of People • Disciplined • Knowledgeable and Skilled • Meritorious • Adequately Compensated • Capable of Consultations – A Pre-Requisite • Appropriate Controls – Excess Profiteering, greed of Individuals checked • Dignity and Moral Duties Arthasastra

Participatory approach as opposed to external expert approach – generates social change through the social learning and internationalization that is involved • It strengthens democracy and improves governance • Makes people understand how the government works and the constraints under which it functions • It encourages citizens to be involved in public affairs • It makes citizens identity themselves with the government • It enhances the dignity of the participants as it allows their voices to be heard and taken into account • Acts as a counterweight for secret lobbying and influence peddling Why People’s Participation ?

Bhagidari is building Citizen’s Partnership in democratic governance • It is achieved through Large Group Interactive Process (LGIP) • LGPI Creates an opportunity for collaboration and a platform whereby the multi stakeholders gets an opportunity to meet as a large multi stakeholder group but dialogue in their small group • A consensus is arrived at between the people and government as to their respective roles and commitments were charted out for implementation • A few major initiatives successfully planned and implemented were: • Power Sector Privatization • Public transport change to CNG • Distribution of Water • Government School Management What is Bhagidari

Expenditure on governance of India by the 790 politicians at the centre, the 4120 in the 35 states and UTs and the 18.7 Million Employees of the centre and state govts use about 2200 Crores per day, or Rd. 760,000 Crores per year both on capital and revenue account. • About 1.87% of the Indians govern 1090 million people! • This comes to about US $ 147 billion or nearly 25% Indians GDP • Are Indian Citizen getting the money’s worth? Whose money is it anyway?
