Pennsylvania State • 13 Cyber schools • Approximately 28,500 students • About 15% per year growth • 158 districts are using some kind of for-profit or non-profit online program • Keystone state • One of the leading states for educational initiatives • Great time to start this dialogue about where we want our students to be….

Classification of Courses • Face to face – traditional classroom • Web presence – website • Web enhance – use of web to distribute material • Web centric – some student and teacher communication • Web course – totally independent learning • Web course Traditional – website, notes, lecture, discussion • Web course Cognitive approach – asynchronous discussion, activities, interactive • Web course Constructivist approach – deep discussion, problem solving, and activities among student to student and teacher to students mostly asynchronous • (Socio-constructive approach)

Need Assessment… example for a District… • How many students are going to cyber school, grade level, courses, geographical area etc.? • Why they are going to cyber school? • Do we want to create online school IU area? • Which grades – k-12? • Who is teaching online ? • What are they teaching? • What platform/CMS they are using? • How happy they are with the system? • How old is the program? • ….

  11. Next Step For State… • Learn from other states, Florida • Set up inquiry and goals • Continue the dialogue • Make policy • Connect the initiative with Teacher Effectiveness to have a cultural change and creation of learning communities with a focused goal

  20. A Good Online Course is… • Interactive • Interesting • Individualized based on their needs • Relevant • Rigorous • Realistic • Student centered • Simple and focused on teaching and learning • Self-paced

  21. Growth from Within in Online Learning • Self characteristics grow in online learning. For example, self-discipline, self-determination, self-control, self-motivation, and self-confidence • Let it come from “within” the learner at their own pace. You only facilitate their learning.

  24. Set up an Online Inquiry • For PA, IU, or SD • Goal setting – short and long term • Plan for teachers, students, others • Implementation – most important • Data collection – extensive • Evaluate goals • Reset goals for next round

  25. Financial Support • Apply for major grants e.g. Gates • Work collaboratively with intermediate units and other districts • Federal grants • Other local grants

Cultural Change • Cultural paradigm shift of teacher as a facilitator of students’ learning • Believing in student’s ability and desire to learn independently and be independent • Attitude towards online teaching and learning • Phases of a cultural change • Excitement – all positive • Shock – all negative • Recovery – oh well, some +/_ • Acceptance – I got it! • Important part is how do we facilitate their learning during these phases

  31. Asa Hilliard said… “…teaching is a powerful tool that, when used appropriately can awaken the genius in children. All the teachers possess tremendous power which can also be released given the proper exposure. We can’t get to that point by tinkering with a broken system. We must change our intellectual structure, definitions, and assumptions; then we can release teachers’ power”.
