Mission Statement: To render support to the Parliament in discharging the functions of the state supreme body, and assistance to government in raising the accountability, efficiency and effectiveness of its activity for the benefit of homeland and people. Independence: The MNAO is an organization which is established by the Law of Mongolia, reports to the State Great Hural(Parliament) and independent from the Executive.

Environmental Audit • Audit on air pollution Starting from the financial year 2005-2006, MNAO have conducted the audit on EA of government municipal administrative institutions to evaluate the air quality and found the changes within the demography, level of urbanization, the rate of industrialization have had a negative impact on environment.
Environmental Audit • Audit on air pollution UlaanbaatarRUUUSSIA • Mongolia’s total land area is 1.564 million sq km-the seventeenth largest country in the world, population is 2.6 million, therefore air pollution problem exists only in the capital Ulaanbaatar. • Mongolia has a continental climate, with long cold winters and temperatures falling to -30 or -400C. This condition is one of reason air pollution of capital. Audit findings: • 1999 the Government introduced a program designed to protect the air. A National Commission to support the program's performance was to be established, however, we found that the National Commission was not been established . • Part of the plan was to provide all homes with Ger with standard stoves by 2005, and provide 50 percent of families within the capital city and province centers with smokeless fuel by 2010. Audit on air pollution • We found air pollution monitoring was not being performed at a suitable level due to insufficient resources. • We also found that there was no integrated policy or approach to research on air pollution. • Audit focused solely on the objectives and measures within these programs that are designed to reduce air pollution. • The air quality authority has not yet established the heavy air pollution suffered in the capital city.
Audit on air pollution • All research work is sponsored by the government as well as municipal administrative institutions, the work was being done in a haphazard manner, the results achieved were not reliable and different institutions were carrying out research into the same issues.
Audit on air pollution • Over the last decade, changes within the demography, level of urbanization and the rate of industrialization have had a negative impact of the level of environmental pollution. The majority of this negative impact can be traced directly to the impact of techniques applied in the course human activity.
Audit on air pollution • Air pollution in particular has exceeded acceptable levels, and now has a clear a negative influence on public health. The fundamental right of humans to live in a healthy and safe environment has being overlooked.
Audit on air pollution • The efforts to define, control, monitor, and deliver accurate information on air quality is not being conducted in a proper manner. This inefficiency has a negative impact on the ability of the institutions concerned to fulfill their obligations and create effective policies to reduce the air pollution.
Audit on air pollution • Our audit report was approved by the Auditor General and our recommendations have been submitted to the Ministries of Environment, fuel and energy, roads, transportation, and tourism, health, construction and urban development.
Audit on air pollution • Overall, there has been no progress on the issue of air pollution especially because the state and local environmental administrations have been unable to work together successfully. This situation shows the need of more knowledge on new methodology of the environmental auditing. Therefore, MNAO and I are positive that this seminar will be beneficiary for our office and our country.
