    6. The Council is charged with developing recommendations for a comprehensive state Strategy to accomplish the following: Increase public awareness of the needs of returning veterans and their families and the value that veterans offer to communities as a result of their service; Conduct education and outreach to ensure that veterans and their families are aware of available resources and services to help address physical health and mental health and substance abuse problems resulting from active duty; Properly identify veterans and their families to ensure that they are aware of and have access to available benefits and services; Identify and eliminate barriers to the prompt and accurate diagnosis of physical disabilities, medical conditions, mental illnesses and/or substance abuse disorders affecting returning veterans and their families;

Identify and eliminate barriers to service so that veterans, particularly those with more than one disability or condition, have sufficient access to needed resources and services Encourage the development of a viable referral network, including peer-to-peer systems; Maximize the resources available to help returning veterans and their families address physical disabilities, medical conditions, mental illnesses and/or substance abuse disorders arising from active service, including funding and services available through federal, state, and non-governmental resources; and Coordinate resources and services available for returning veterans and their families that address physical disabilities, medical conditions, mental illnesses and/or substance abuse disorders resulting from active duty to maximize efficiency and effectiveness. The Chair shall also establish an advisory body comprised of various stakeholders representing s broad range of interests related to the well being of veterans and their families, who can call upon their experience and expertise to assist the Council

    8. Council Report The Council shall issue a report of its findings and recommendations to the Governor on or before September 30, 2009 with periodic updates as are deemed appropriate by the Chair, describing the Councils activities during the preceding year and setting forth the Councils recommendations for the development and implementation of a comprehensive State Strategy in furtherance of the purposes of this order.

Goal 3 Performance Measures Goal 3: Increase the political and public will to serve Veterans and their Families Objective 3.1 Design opportunities to involve and inform elected representatives and other state and local officials on Veterans issues and activities Performance Measures - Committee and Constituent Group Presentations, increase number of elected officials informed on Veteran Issues - Increased number of stakeholders with resulting increased awareness - Participation in Reintegration Events, increase in the numbers involved in re-integration events

Goal 3 Performance Measures Goal 3: Increase the political and public will to serve Veterans and their Families Objective 3.2 Increase awareness of the returning Veterans strengths to promote their well being Performance Measures -Number of Schools receiving presentations on deployment and reintegration events -Number of IHLs that establish Veteran-Friendly College Campuses -Number of Community events addressing reintegration -Creation of Employer Advisory Committees and number of Veterans hired by employers

Goal 3 Performance Measures Goal 3: Increase the political and public will to serve Veterans and their Families Objective 3.3 Create a single public information campaign with a unified message to better serve veterans and their families Performance Measures -Develop a Strategic Information Campaign; Measure effectiveness - Increased Competencies and number of presentations to agencies - Increased Community Understanding and development of a Speakers Bureau
