  3. ContextDemographic, • Population size: 3.8 million (2007 census) 54% under the age of 18 • GDP: $1,119 (2005) • Conflict related: • Sep 00-Dec 07 944 children were killed • Sep 00-Dec 07 5,900 children arrested by Israelis • As of April2008 327 Palestinian Children held in Israeli prisons

Context • Constant upheaval, social and political instability and severe economic restrictions • 4 key influences on policy/poverty outcomes: • Palestinian Authority (Ramallah), • Hamas administration (Gaza), • Government of Israel (East Jerusalem residents)/ Israeli military orders, • International community

  5. Mode of Operation Started working with a technical working group co-chaired by: • the Child Rights Planning Unit (CRPU) at the Ministry of Planning • Palestinian Central Bureau of Statistics (PCBS) Invited members: MOH, MOE, MOSA, MOL, University academics

  17. Discussion 1. Context, context, context…. We want to develop additional indicators that are relevant to the situation of children in the oPt - • Children’s wellbeing and quality of life/ social, emotional and physical wellbeing (a fundamental issue being children affected by violence) • Deprivation in terms of lack of mobility, access to resources and opportunities, declining social expectations, and lack of participation in decision making

  18. Discussion 1. Participation • Children’s perceptions of poverty/ relativity (qualitative research) • How to engage children in the formulation of conclusions and recommendations

Discussion • In consideration of policy making in an unstable conflict situation, should we be considering recommendations for community / grassroots initiatives in national policies (sustainability) • Process - undertake cross analysis of data- statistical template, policy template and other qualitative data
