SESAR Technological Pillar of SES • Technology – developed and deployed • SESAR – ‘Single European Sky ATM Research’ Concentrates all European R&D efforts in a single programme • SESAR Joint Undertaking will drive technological improvements in line with the ATM Master Plan • SESAR to ensure sustainable air transport development in Europe through a performance driven approach • SESAR Operational Deployment • Evolutionary approach: phased delivery according to operation/business need and maturity level • SES Interoperability Regulation will support SESAR with Implementing Rules • SES Performance Regulation will support SESAR with incentives through targets at Community level to move service providers to a more business-oriented approach • Not just in Europe. . . . . . . . . • European Legislation affects everyone at a global level and will drive innovation, development and deployment of technological change

SESAR – International Cooperation • Air transport is a ‘business’ on a global scale • The need for change is increasing • Many of the same operations, performance and technology issues already occur, or will shortly occur outside of the Single European Skies area • Modernisation is therefore a world-wide issue • While regional problems need to be solved, • account also needs to be taken of the global impact • Today’s Regional problems become tomorrows Global issues and must be solved only once • We need to look outside our regions to avoid the local-only solutions, and see the global context

SESAR – Technology Strategy for ATM • Aircraft systems will play an increasingly significant role in the future ATM operating concept • Technology-centric methods of operation, both on board aircraft and on the ground • Essential to reach interoperability agreements outside of our own regions on areas including trajectory management • We are entering a more ‘Information Centric’ world • We need the right information in the right places, with the right people and at the right times to ensure that decisions are taken that deliver the optimum solution at that time • Realisation of an ‘ATM Intranet’ – the ‘system of systems’ • We are far from having this capability across the ATM network today, so many operational, environmental and business inefficiencies still exist

SESAR – Action Now And Vision For Tomorrow • Meeting the demands for change depends on a pragmatic approach using proven solutions developed in partnership • We use operational trials to build trust, understanding and confidence in the solution, thus accelerating the pace of change • Actions today includes; DataLink, airspace management and capacity planning tools, Flight data processing, controller tools, and Atlantic Interoperability Initiative to Reduce Emissions (AIRE)

SESAR – Delivering Through Partnership • Europe needs solutions suitable for our different airspace types and operational traffic densities • Many of these airspace types exist elsewhere in the world • We are already looking at how SESAR aligns with NextGen • European Union legislation will drive regulation and standardisation • In order that change occurs for all participating countries at the same time • Specifications (as a means of compliance) will be developed with our key partners and stakeholders, including EUROCAE • SESAR Joint Undertaking, along with its partners is committed to looking for solutions under Single European Skies that are also suitable for use outside of Europe

SESAR – An International Programme • We will be working to align and maintain our goals and strategies internationally whilst delivering concrete results every 1-2 years, many of these being deployed into operation • We are committed to ensure that true interoperability is really delivered • International cooperation is one of our highest priorities • The SESAR Joint Undertaking is committed to apply all our efforts to make it a success through our partnerships and communication initiatives • SESAR Joint Undertaking is open to membership by non-EU organisations • Other regions and countries need to tackle many of the same ATM issues sooner or later • SESAR is meeting with other organisations, countries/regions on membership or agreements leading to specific areas of technical cooperation • We can work together either via our partners or directly if appropriate

SESAR – Building Global Partnerships • Partnerships needed to accelerate the implementation of SESAR solutions • Pragmatic approach focused on gathering experience from live trials • Hasten the implementation of solutions locally, as well as from a pan-European and global perspective • Building on existing initiatives such as AIRE, SESAR will establish a series of gateway airports and associated air navigation service providers, airspace users and the supply industry to pioneer the implementation of SESAR Asia/Pacific North/Central America Within Europe Latin America Middle-East Africa Illustrative

SESAR – In Partnership With ICAO • Many operational and technological changes need to be agreed at an international level, for example: • Definition and exchange format of the 4-D trajectory (Network Operations Plan, Flight Plan, time synchronisation), System-Wide Information Management, Collaborative Decision Making, Information Definitions and Security, Airspace Management, Capacity Planning, etc • ICAO to facilitate the coordination of these international activities, meeting the schedule needs of SESAR • Forum SESAR-NextGen, 8-10 September 2008

SESAR – Overall Structure • SESAR is organised in three phases: • The definition phase (2006-2008), co-funded by the EC and EUROCONTROL and under the responsibility of the Agency • Resulted in the European ATM Master Plan • The development phase (2008-2016), under the management of the SESAR Joint Undertaking • Based on the Master Plan, will result in new common standards, new operational procedures, new technologies and components • The deployment phase (2015-2025) • Will implement the results of the development phase, delivering the performance increase foreseen in the ATM Master Plan

  14. The SESAR Joint Undertaking • Created by the European Union Council Reg. N°219/2007 • Responsible for the execution of the ATM Master Plan, and in particular the managementof the SESAR Development phase • Two founding members: the EC and EUROCONTROL • Public-private partnership: industry & other States • Management under a single structure of public and private sector funding • Ensures the involvement of all stakeholders of ATM sector • €2,100 million over 8 years

SESAR deliverables All Work Packages are expected to deliver concrete results every 1-2 years • All results will be assessed according to: • The benefits they generate • Their alignment to Master Plan performance objectives • A Performance Partnership scheme will be formed in order to: • Assess the contribution of the technical programme to the overall system performance • Make recommendations for changes/updates in the ATM Master Plan

SESAR is an open programme • Stakeholders (airspace users, staff, military, supervisory authorities) participation in the technical work is being organised now • Non EU organisations can become a member of the SESAR Joint Undertaking: • The country must have signed at least one aviation agreement with the EU • The organisation must send an official request to the SESAR Joint Undertaking • After Board approval, the SJU will start accession negotiations

  26. Conclusions • Air Traffic Management is a global activity, with regional specificities • SESAR is the European programme for ATM systems modernization.
