Recognition of Multiple Models for Service Provision • There are over 6,000 water service providers in the Philippines • Water Districts • Cooperatives • Rural Water Service Associations • Local Government Units • Private Operator • A recent benchmarking study exposed strengths and weaknesses in the different models • Some service providers work best when paired with other models

Progress for Small Water Service Providers • Financing Small Water Service Providers • An association to promote the interests of Small Water Service Providers is formed – the National Water and Sanitation Association (NAWASA) • Regulators recognize value in engaging with water service providers

  4. Increased Cooperation between Service Actors • Formal providers recognized that informal providers faced similar problems • Manila Water changed its policy towards small water service providers

Multi-stakeholder engagement in policy discussions • Regulation • Recognized the need for a better and coherent regulatory environment • Advocated single national regulator • NWRB-CDA Agreements • The National Water Resources Board (regulator) and the Cooperative Development Authority agreed to develop guidelines for cooperatives • Sustainable Water Management • Raised awareness and appreciation for sustainable water management • Developed enthusiasm for new technology options

Multi-stakeholder engagement in policy discussions • Rate-rebasing • conduct, for the first time, a series of public consultations on rate rebasing with separate sessions for key groups including Local Government Units, urban poor groups and Water Cooperatives to present their experiences. • place the Key Performance Indicators for the Manila concessions on their website • explore further the issue of water dealerships within Manila concession area • Sanitation • Elevated value of sanitation as a necessary service by water providers
