  1. Coastal Carolina PREP Ex Simulated 1,200 barrels/50K gallons #6 fuel oil. Invista Facaility & NE Cape Fear River affected. First responder IC on scene established a multi-agency UC early & located the cmd post @ the New Hanover County EOC. The multi-agency Full Scale Exercise ended with the Operations Briefing of the developed IAP for the next ops period. Over 130 people from 16 agencies and orgs participated during the exercise.

  2. Exercise Design • Evaluate the capabilities & effectiveness of the response actions of the CG MSU & Sector NC FOSC’s. • Ability of CG & INVISTA facility personnel to carry out their collective responsibilities. • Follow & test the Coastal Carolina ACP, INVISTA’s Integrated Facility Contingency Plan, the NC Emergency Response Plan & other state, local response plans. • Provide response community an opportunity to improve preparedness by validating information & procedures within the contingency plans, identifying weaknesses, outline corrections to revise plans, identifying strengths & best practices, and practice command & control within anIC/UC.

  3. Exercise Objectives • Test the spill notification process per the ACP & Facility CP. • Demonstrate ability of personnel from RP, USCG, State of NC, local entities & any assisting/coop agencies to mobilize, work cohesively, & comm effectively within NIMS ICS. • Demonstrate ability of the multi-agency response org to follow a planning cycle & develop an IAP. • Develop booming strategies & timely deployment to protect environ sensitive areas that could be affected by the spill. • Demonstrate ability to effectively procure sufficient personnel, response equipment & support equipment to sustain a response. • Demonstrate ability to contain the discharge. • Demonstrate ability to transfer FOSC responsibilities of an ongoing operation from MSU Wilmington to Sector NC.
