PUBLIC GRIEVANCE REDRESSAL ISSUES NGO appointment Poor Complaint registration Computer, Internet, Printer & Telephone are not provided to PGR Cell Complaint registration is not happening as and when it comes NGOs are not working round the clock in NN and KMRP-I Phase ULBs and 12 hours(from 8 am to 8 pm) in KMRP-II Phase ULBs Concerned Officials are not using application In the following ULBs complaints are not registering even 2 per a day.

Website Issues • ULBs are not providing required information to IT-Staff to update in website. • Current news(ULB Related) are not being updated • Officials/ Councilors Details & photos are not updated • Tender details, RTI Information (4(1)a & 4(1)b),Citizen charter details, SWM details, current Budget details, APR details ….etc are not updating.

  11. BIRTH & DEATH REGISTRATION & CERTIFICATION

Birth and Death application issues • ULBs are not sending in a prescribed format for Birth, Death & Still Birth records corrections • Requisition letter with registrar signature with his seal only accepted. • Requisition letters having Commissioner/CO signature and having for signature will not be accepted. • Soft copy and Fax will not be accepted • ULBs are sending public to MRC to follow up correction. • Up to the year 1990, computerization of Birth, Death and S.B records is mandatory.

  13. PROPERTY TAX INFORMATION SYSTEM

Method of Assessment and property TaxSection 102 of Karnataka Municipalities Act 1964 & section 109 of Karnataka Municipal Corporation Act 1976 • The taxable capital value of such land shall be assessed having regard to the Market value guidelines and properties published under section 45B of Karnataka stamp Act 1957 • Fifty percent discount is allowed with effect from 1-4-2005, prior to that, at 100% of the Market value guide lines so fixed by the committee constituted under section 45B of Karnataka stamp Act 1957. • This applies to vacant lands also which are liable for payment of tax

ENHANCE THE PROPERTY TAXSECTION 102A of Karnataka Municipalities Act 1964 & section 109A of Karnataka Municipal Corporations Act 1976. • The ULBs shall not be assessed each year thereafter but shall stand enhanced by 15% once in every three years commencing from the financial year 2005-06 but the ULBs may enhance property Tax up to 30% once in three years • different rates of enhancement may be made to different areas and different class of buildings and lands. • Provided further that the non assessment of property Tax under this section during the block period of three years, shall not be applicable to a building in respect of which, there is any addition alteration or variation to it.

As a case there are difficulties in completion of the project and the NE s are de motivated.

  40. Issues in FBAS • Annual performance report has to be prepared within two months by the end of the financial year. • Updation of e-Gov financial application (Accounting software) on daily basis. (All vouchers has to be updated as on date, i.e. Receipt voucher, Payment Voucher, Contra Voucher & Journal Voucher) • Monthly submission of KMF 74 ( Receipt & Payment a/c), KMF 75 (Trial Balance) & KMF 76 (Consolidated DCB) to Local audit circle & Deputy commissioner’s office before 20th of succeeding month.
