PPP/ICT Close out and ICT Strategy Implementation Update Dec ‘02 Dec ‘12 May ‘12 • ICT PPP • The ICT PPP ran for 10 years and was intended to provide operational services, access to industry expertise as well as a transformation of applications • The PPP did not realise the intent of transforming ICT with only 3 of the 18 application being completed to business satisfaction • At the end of PPP, a comprehensive Exit and Transfer exercise was completed to handover all knowledge to the Department and prepare for the implementation of the ICT Strategy • ICT Strategy Implementation • The new ICT Operating Model is being implemented it includes • Building of internal capacity • Appointment of vendors for additional capacity in specialised areas. • Technology business requirements for core systems are being developed and in critical areas like CF and UIF are completed and the rest in progress (medium to long term) • Infrastructure improvements engagements including tools of trade have started (short to medium term) PPP Period ICT Strategy Implementation

The PPP contract has provided vital lessons learnt in order to better manage technology services going forward • The PPP contract has highlighted a number of key lessons for future contracts: • Governance structures agreed upon should be made functional by management and not left to collapse • The contractors cannot be left to manage themselves. Skilled internal capacity should always be established to manage the contract delivery (project management, business analysis, service level management, etc.) • Need to put in place clear contracting principles – particularly principles related to critical aspects such as financial management.
