  2. High Performance Rating Criteria The High Performance Rating Criteria (HPRC) is currently modeled after the 2009 CA-Collaborative for High Performance Schools (CHPS) Criteria. • The five categories used for the HPRC are: • Site • Water • Energy • Materials • Indoor Environmental Quality

  3. What are the Requirements to Qualify for High Performance Grant Funding? • Must be part of the design for a new construction or modernization funding request through the OPSC. • Ask DSA for an HPI review during the plan approval process. • Provide the OPSC with the HPI Scorecard acquired from DSA during plan approval.

  4. Documents Required for DSA Review • Must provide Energy Code Performance files including energy savings calculations. • High Performance components must be included in the plan set as part of the project’s design. • HPI Scorecard and supporting documents for credits you are seeking.

  5. Regulation Changes, May 2010 • Approved by State Allocation Board in May 2010, effective as of January 25, 2011. • Introduction of the new “High Performance Base Incentive Grant” (HPBIG). • HPBIG provides $150,000 for new school projects that meet minimum point threshold. • Also provides $250,000 for new construction addition and modernization projects meeting minimum point threshold. • Only one HPBIG per school site is allowed.

  6. Regulation Changes, May 2010 • Updated to incorporate 2008 Energy Code. • Data collection – SAB interested in collecting data on cost differentials between standard and high performing systems. • Board Resolutions – updated Application for Funding (Form SAB 50-04) to require school districts to have school board resolutions supporting HPI request and intent to continue to pursue and build high performing/green schools.

  7. Regulation Changes, May 2010 • Rating Criteria points are worth more, percentages have been increased. • Addition of 16 additional credits in HPRC. • Two additional credits in Water category. • Eleven additional credits in Energy category, (eight of which are for renewable energy produced on site.) • Three additional credits in Indoor Environmental Quality category.

  8. Green Code Changes • Updated for new school projects, as Green Code only affects new school projects or projects on sites completely cleared of all existing facilities. • Reduced Low Emitting Materials category from 1-4 points to 1-2 points for additional code requirements for LEMs. • Approved at the November 2010 SAB meeting, effective as of January 25, 2011. • No Change to New Construction Addition or Modernization project funding.

  9. HPI Funding for New School Projects • Must meet all prerequisites in all HPRC categories; then, the district may select the credits they wish to pursue. • Projects must attain a minimum of 27 High Performance Rating Criteria points to qualify for the HPI grants.

  10. Previous New School Project Grant Amounts Two percent at 27points plus 0.050 percent for each point attained from 28 through 33 points; or 2.35 percent at 34 points plus 0.24 percent for each point attained from 35 through 40 points; or Four percent at 41 points plus 0.36 percent for each point attained from 42 through 54 points; or 9.05 percent at 55 points plus 0.060 percent for each point attained from 56 through 75 points. The percentage increases above shall only be applied to the New Construction base grant.

Updated New School Project Grant Amounts 2.35 percent at 27points; or 2.59 percent at 28 points plus 0.24 percent for each point attained from 29 through 33 points; or Four percent at 34 points plus 0.36 percent for each point attained from 35 through 47 points; or 9.05 percent at 48 points plus 0.060 percent for each point attained from 49 through 88 points.

HPI Funding for Additions to a Site and Modernization Projects • Must meet all prerequisites in the categories that are within the scope of the project; then, the district may select the credits they wish to pursue. • Projects must attain a minimum of 20 High Performance Rating Criteria points to qualify for the grants.

Previous Additions to a Site and Modernization Grant Amounts Two percent at 20 points plus 0.025 percent for each point attained from 21 through 33 points; or 2.35 percent at 34 points plus 0.24 percent for each point attained from 35 through 40 points; or Four percent at 41 points plus 0.36 percent for each point attained from 42 through 54 points; or 9.05 percent at 55 points plus 0.060 percent for each point attained from 56 through 77 points. The percentage increases above shall be applied to the appropriate New Construction or Modernization base grant.

Updated Additions to a Site and Modernization Grant Amounts 2.18 percent at 20 points plus 0.025 percent for each point attained from 21 through 26 points; or 2.35 percent at 27 points plus 0.24 percent for each point attained from 28 through 33 points; or Four percent at 34 points plus 0.36 percent for each point attained from 35 through 47 points; or 9.05 percent at 48 points plus 0.060 percent for each point attained from 49 through 84 points.

  15. Previous New School Funding Calculation Example New Construction project for a 1000 pupil elementary school designed to the 2006 criteria with 41points achieved and verified by DSA. Base grant: $8,738 x 1,000 pupils = $8,738,000 41 points = 4.0 percent increase Therefore; $8,738 x 1,000 x 4.0% = $349,520

  16. Updated New School Funding Calculation Example New Construction/New School project for a 1000 pupil elementary school designed to the 2009 criteria with 41 points achieved and verified by DSA. Base grant: $8,738 x 1,000 pupils = $8,738,000 41 points = 6.52% percent increase Therefore; $8,738 x 1,000 x 6.52% = $569,718; plus, $150,000 (Base Incentive Grant) = $719,718 an increase of $370,198, or more than double the previous amount.

  17. Previous Modernization Funding Calculation Example Modernization project for a 500 pupil elementary school designed to the 2006 criteria with 41 points achieved and verified by DSA. Base grant: $3,328 x 500 pupils = $1,664,000 41 points = 4.0 percent increase Therefore; $3,328 x 500 x 4.0% = $66,560

  18. Updated Modernization Funding Calculation Example Modernization project for a 500 pupil elementary school designed to the 2009 criteria with 41 points achieved and verified by DSA. Base grant: $3,328 x 500 pupils = $1,664,000 41 points = 6.52% percent increase Therefore; $3.328 x 500 x 6.52% = $108,493; plus, $250,000 (Base Incentive Grant) = $358,493 an increase of $291,933, or more than four times the previous amount.

  19. Funding Summary • 134 applications have been approved (36 unfunded approvals) through January 2011 SAB • Average points: 34.6 (~2.98% increase to base grant) • ~$26.5M has been allocated ($4M in unfunded approvals) • ~$73.5M still available
