Fundamentals of HRCs Design based on understanding local shelter/housing value chains Effective deployment of demand-based development resources & services Site-based, mobile or virtual (“practice” rather than “place”) Targeted subsidies to start up practices and to add missing value Business model supports sustainable livelihoods framework “In post-disaster environments, where value chains are usually disrupted and distressed, HRCs can address the shelter needs of communities by introducing a recovery platform that responds to priority needs, helping deploy often scarce resources in the most effective way”
