DEFINITION – History & Vision IBH STIPEND • Through an interagency agreement with the Office of Statewide Health Planning & Development (OSHPD), the Integrated Behavioral Health (IBH) Program provides funding for the MHSA (Mental Health Services Act) Stipend Program for MSW students at California schools of social work who are planning careers in the behavioral health system. The program also supports related academic and administrative activities. IBH Info Meeting

Goals and Objectives of IBH Stipend Program The mission of the Integrated Behavioral Health (IBH) Program is to develop a workforce of professionally trained and culturally competent social workers that meets the personnel needs of California’s public mental health system.  Under the 2014-17 contract with OSHPD, the program is intended to: IBH Info Meeting

Specialized Curriculum – promote wellness, recovery, resiliency • Support efforts to develop curricula and methods of teaching that appropriately integrate theory and practice, and promote the values of wellness,  recovery and resilience as expressed in the Mental Health Services Act (MHSA); IBH Info Meeting

Consumer & Family Member involvement – incr. diversity • Support efforts to increase consumer and family member employment in the public mental health workforce; and • Support efforts to contribute to a diverse, culturally sensitive, and competent public mental health workforce. History – funded by MHSA 2004 • Mental Health Services Act is foundational • Important for applicants to be familiar with MHSA – the funding source of the stipends •  The passage of the Mental Health Services Act in 2004 created the opportunity to provide stipends and effectively implement new curricula focused on recovery-oriented principles and practice.  IBH Info Meeting

Mental Health Services Act 101 • http://www.dhcs.ca.gov/services/mh/Pages/MH_Prop63.aspx • The passage of Proposition 63 (now known as the Mental Health Services Act or MHSA) in November 2004, provides the first opportunity in many years for the California Department of Mental Health (DMH) to provide increased funding, personnel and other resources to support county mental health programs and monitor progress toward statewide goals for children, transition age youth, adults, older adults and families.  • The Act addresses a broad continuum of prevention, early intervention and service needs and the necessary infrastructure, technology and training elements that will effectively support this system. MHSA 1% tax on millionaires • This Act imposes a 1% income tax on personal income in excess of $1 million.  Statewide, the Act was projected to generate approximately $254 million in fiscal year 2004-05, $683 million in 2005-06 and increasing amounts thereafter.  Much of the funding will be provided to county mental health programs to fund programs consistent with their local plans.  IBH Info Meeting

Vision of MHSA http://www.dhcs.ca.gov/services/MH/Documents/Vision_and_Guiding_Principles_2-16-05.pdf • As a designated partner in this critical and historic undertaking, the California Department of Mental Health (DMH) will dedicate its resources and energies to work with stakeholders to create a state-of-the-art, culturally competent system that promotes recovery/wellness for adults and older adults with severe mental illness and resiliency for children with serious emotional disorders and their families. In its implementation responsibilities under the MHSA DMH pledges to look beyond “business as usual” to help build a system where access will be easier, services are more effective, out-of-home and institutional care are reduced and stigma toward those with severe mental illness or serious emotional disturbance no longer exists. SDSU contracts since 2005 • 2005 to 2013 – several contracts SDSU given 15 stipends of $18,500 • Since 2013 more schools participating • Less money from MHSA given to stipends • 2013-2017 – lots of uncertainty regarding the future of the program, numbers of stipends • Contracts lasting 1-2 years at a time – vs. a five year contract, for example IBH Info Meeting

  13. SDSU’S IBH CONTRACT FOR 2016-18 • 2016-17 TEN STIPENDS (3 TO IMPERIAL VALLEY CAMPUS) • 2017-18 SEVEN STIPENDS OF $18,500 IBH Info Meeting

Obligations of the Stipend • MSW students are selected by each school  to receive a stipend in an advanced year of their studies.  • SW 750 or SW 755 may apply Admin or Clinical • Each student completes specialized courses and a field placement in a county-operated or contract community-based mental/behavioral health agency.  IBH Info Meeting

Eligible Behavioral Health Internship Agency • Students who receive the stipend must be placed in an eligible county or county contracted mental health agency • You will need to select your internship from the list of eligible agencies by one week after the Agency Fair – Feb 3rd (field application due date) • You will not know if you have been awarded the stipend or not IBH Info Meeting

  18. Stipend contract – requirements • Students receive a stipend of $18,500 for final year of MSW • Student has a payback obligation to work for one calendar year in a county-operated or contract community-based mental/behavioral health agency following graduation in San Diego or anywhere in California MH Internship Student Orientation

ELIGIBILITY CRITERIA CONT. • Academic good standing • 3.0 GPA Full Time Course Load • Citizen or permanent resident – able to work in California • Must be able to pass criminal background check for County or County contract behavioral health agency • Usually includes clean driving record (no recent DUI’s) MH Internship Student Orientation

  21. Selection Criteria • Application, Essay, Interview • Mental health work or internship experience • Language/cultural diversity • Lived experience as consumer or family member a plus MH Internship Student Orientation

SDSU SCHOOL SOCIAL WORK WILL (Schools Contract Obligations) • Facilitate Field Placement in Mental Health Agency • Assure Criminal Background Prescreening, Fingerprinting • Provide Funds $18,500 per academic year via SDSU Foundation • Assist with Employment search post graduation MH Internship Student Orientation

  26. REPAYMENT OF STIPEND CRITERIA • Student does not finish school • Repay all funds • Interest rate 3-5% • Student Withdraws after graduation • Student Accept Ineligible job • Untimely re-payment • Block records/Transcripts • Intercept tax returns • Report to credit bureaus

Weigh Pros and Cons before applying • PROS • $18,500 stipend • Participation in prestigious program well known in the community – 90+ % students get jobs within 6 months • Assistance with job search post graduation • Specialized curriculum – area of expertize • Enrichment seminars, speakers, field trips, • ONE year of employment pay back obligation • CONS / Things to bear in mind: • There are some limitations to internship and employment choices – extra commitment of time/expectations MH Internship Student Orientation

Cons- Disadvantages to Consider • You will have to commit to an eligible mental health agency before you know if you do, or do not have the stipend • You might have to give up the option of going to in-eligible agencies that you are interested in. Ex. Medical hospitals, psych hospitals, VAMC, Kaiser, Prison/Jails, school social work, hospice, MH Internship Student Orientation

DATES TO REMEMBER • Placement planning meeting Friday, January 20,2017 • (Theater at the Student Union) 8:15 to 9:45 am • Agency Fair – Friday January 27th, 2017 (9:00 to 12 noon Montezuma Hall on campus) • Field Application deadline Friday February 3rd • Via IPT – complete field application and agency choices • MHTP applicant interviews late February/early March • Students who are confirmed in an eligible mental health agency are eligible for interview (or in process of referral) MH Internship Student Orientation

Internship Slots / Available Agencies is not static • Other students, who are not MHTP stipend recipients, may also apply to these agencies; they are not “reserved” for MHTP students only. • Due to fluctuations in agency resources, intern slots shifting on a daily basis and new agencies joining our program, the school cannot guarantee which intern slots will actually be available at a given time.  Candy Elson, MHTP Project Coordinator will have the most updated information available.   SDSU SSW cannot ensure a chosen field practicum site where there are a larger number of students applying for a particular agency than there are internship slots offered by the agency. SUCCESS OF THE PROGRAM • Since the first class of 2005-06, nearly 2,000 students have received MHSA stipends through the IBH Program.  Graduates live throughout California, are ethnically diverse, and many speak at least one other language in addition to English.
