  4. WTPF 2009 addresses: Convergence, including Internet-related public policy matters Next-Generation Networks and Internet Emerging telecom policy & regulatory issues New and emerging issues & the evolution of ICTs may necessitate review of ITRs Section 1 4

  5. Convergence is one of the most important forces driving ICT markets It is changing the way services are delivered, charged for & accessed ITU is considering implications for delivery of essential social services: e-health, e-banking, e-education, e-government, capacity-building Section 2 5

  6. NGNs will have wide-ranging implications for end-users, regulators & operators NGNs may play an important role in bridging the digital divide Potential challenges include: Need for new investment, interoperability, security, spectrum allocation etc. Section 3 6

  7. Internet-related public policy matters Rapid expansion of IP-based networks creates potential new issues Lack of consensus on key issues Ongoing need for capacity-building & enabling environment Challenge for policy-makers in protecting rights of all stakeholders Section 4 7
