ISSUES OF CONCERN • Long term penalty e.g. reduced readiness • Overstretching • More job, same or less funding • Legal implication • Need common principle & decision mechanism • Lack of comprehensive doctrine • Difficulties due to culture & value differences • Impact of such roles on conscript armies

Suggestions • Take lead from the Shanghai Cooperation Org. • Build on current multilateral forum • Enlarge the participants in ARF • Get representatives from foreign affairs or state departments to attend PAMS / PACC’s • Engage in humanitarian response team • Dwell further on “How to” in the next PAMS in India • Start at sub-regional and expand to regional level

Topic #4: Interoperability Challenges • Difficult to solve all of the interoperability issues in specific terms, though the magnitude can be reduced. • The primary focus should be on human dimension, with a view to creating adaptive leaders. • Basic building block for unit operations should be the battalion • Consider the creation of an International Security Training Centre • Production of coalition operation handbook.
