  3. What it means to be an Official for Rutgers Recreation Intramural Sports • As a official, you represent Rutgers Recreation and the Intramural Department. We expect all of the staff to conduct themselves in a professional manner to ensure the safety of our participants and staff, and to uphold the integrity of our program.

Expectations • ATTITUDE & EFFORT! • Arrive 30 minutes prior to the start of every game • Ex) 7pm game time arrive at 6:30pm! • Assist Supervisors with set-up/clean-up • Know the rules and what teams are playing • Do not be afraid to ask questions and review rules with supervisors/directors prior to start of game! • Get to know your fellow referees • You should know the names of the people you are working with! Talk before each game to make sure you know what your position’s responsibilities are. This is a team effort!

  6. Expectations • Uniform • Black pants/shorts • Officials Jersey (will be provided) • Whistle • NO JEWELERY/WRISTBANDS/EARRINGS/ETC • Help extinguish situations and not ignite them.

  8. Court Markings Penalty Area – to be designated by the RUIM Staff as the location where all time penalties will be served Goalie Area – 22 ½ ft. x 20ft box that ONLY THE GOALIE is permitted in Penalty Kick Mark – Blue tape 10 yards from the goal line

  9. Beginning the Game • Team Composition • Maximum – 6 • CoRec • 4:2 or 3:3 Ratio • Minimum – 5 • CoRec • 3:2 Ratio

  10. Equipment • All players must wear a jersey that clearly distinguishes them from the other team. • The goalkeeper’s jersey must be easily distinguishable from that of his/her teammates. • Shin guards are REQUIRED and available for purchase at $3.00 a piece. You may provide your own.

  11. Illegal Equipment • What is deemed as illegal equipment?

Illegal Equipment • projecting metal or other hard plates on clothing or person • metal cleats • shinguards which have exposed sharp edges or have been altered • helmets, hats, caps or visors • casts, splints or body braces made of a hard substance • jewelry • knee braces with exposed metal. Any covering/sleeve made by a brace manufacturer may be worn • ankle braces, unless covered by a stocking or other suitable material

  13. Penalty for Illegal Equipment • For any infringement of this rule, the player at fault shall be sent off the field of play to adjust his equipment and he/she may return when his/her equipment is in order. • A three minute major penalty (yellow card) shall be assessed to the offender who enters the game in breach of the conditions of this Rule having failed to carry out the equipment adjustment as ordered.

  14. Guaranteed Substitutions • During guaranteed substitution occasions, teams shall be allowed ten (10) seconds to complete all player substitutions. The restart of play will be delayed to allow completion of substitution(s) on the following occasions: • After a goal has been scored. • After a time penalty has been assessed. • On an injury timeout. • At any unusual stoppage acknowledged by a Referee. • After a team timeout or Referee’s timeout. • Prior to the start of the 2nd half and any overtime period. • Substitutions made during stoppages prior to other restarts are not guaranteed and must be completed as though the ball was still live. Play will not be held up in these cases. *GOALKEEPER SUBSTITUIONS MAY ONLY HAPPEN DURING GUARANTEED SUBSTITUTIONS*

  15. Blood Rule • If you, the official see blood, stop play and send the player who is bleeding off the court immediately. The player can return once the wound is covered, and there is no blood on any article of clothing they are wearing.

  16. Timing • Each half is 20 minutes long. • Halftime is 3 minutes long. • The clock will run for the first 38 minutes of the game unless it is stopped for an officials timeout. • This may be called due to injury or unusual stoppages in play

  17. Timing • Ball in Play: In the last 2 minutes of the game, the clock will be stopped when the ball is out of play as indicated by either of the Referees and the ball shall not be deemed in play until it has been played (touched). • For restarts by the defensive team originating in their own penalty area (goalkeeper distributions), the ball shall not be in play until it has left the penalty area. • Clock Malfunction: If the ball is put into play and the clock malfunctions, the Referee shall correct the amount of time on the scoreboard clock.

  18. Start of Play • The Referee shall toss the coin • The winning team may choose to kickoff or which goal they would like to defend • Play is started with a kickoff: • To start each half • Following a goal

Kickoff • The kickoff begins from the center of the floor, on the official’s whistle. • The game shall be started by a player kicking the forward at least one full revolution. • The ball may not be kicked backwards. • The opposing team shall remain outside the center circle until the ball is kicked. • Players must remain on their half of the circle before the kick • A goal may be scored from the kickoff.

Ball In Play – Out Of Play Cook/Douglass • The field of play will be all of the dark paneled areas on the court. • The ball is permitted to stay in play and bounce off the walls if the ball remains in motion and does not comes to a rest • Players are NOT permitted to enter into the light shaded areas of the court. Penalty: Direct Kick • The ball is out of play… • When it has made contact with any part of the building superstructure above the field of play. For such contact, a free kick will be awarded to the opposing team via a kick-in at the nearest spot. • When the game has been stopped by one of the Referees. • A “Trapped Ball” is declared

Ball In Play – Out Of Play College Ave • The ball is in play off of all walls • The ball is out of play… • When it has made contact with any part of the building superstructure above the field of play. For such contact, a free kick will be awarded to the opposing team via a kick-in at the nearest spot. • When the game has been stopped by one of the Referees.

  22. Trapped Ball • A “Trap” will be declared if the ball becomes trapped against the wall and there is no clear possession within 5 seconds • Play will be resumed with a drop ball

  23. Scoring • A goal is scored when the entire ball crosses the goal line between the goal posts and under the crossbar. • All goals are worth 1 point. • Goal must completely cross the goal line by 0:00 on the clock for it to count

  24. Mercy Rule • If, at anytime after the five-minute mark of the second half, the goal differential is six (6) or more, the game will be immediately terminated.

New RUIM Policies Sportsmanship • A (4) Excellent Sportsmanship - given to a team where all players cooperate fully with the officials and opposing team members.   • B (3) Above Average Conduct - Team members verbally complain about some decisions made by the officials and/or show minor dissension, which may or may not merit an unsportsmanlike penalty (technical, yellow flag, etc) Any team receiving an unsportsmanlike penalty will receive no higher than a “B” rating. • C (2) Poor Sportsmanship - Team members constantly comment to the officials and/or the opposing team from the field/court and or/sidelines.  The team captain exhibits little control over teammates or him/herself.  Teams that earn at least two unsportsmanlike warnings will receive no higher than a “C” rating. • D (1) Deplorable Conduct - given to a team that persist in questioning officials' decisions; and/or they repeatedly argue with the officials.  Teams display frequent use of profane or vulgar language.  Spectators, clearly related to the team, fail to cooperate with the officials and the team is not supportive of the officials' efforts. Teams that earn at least three unsportsmanlike warnings will receive no higher than a “D” rating.  Teams receiving  an ejection due to unsportsmanlike actions of a player will receive no higher than a “D” sportsmanship rating. • F (0) Intolerable - given to a team where the team is completely uncooperative and the captain has no control.   Any team that receives four unsportsmanlike penalties or two player ejections will receive an “F” rating and the game will be forfeited.

  30. Playing the Game • Goalkeeper • has 5 seconds to get rid of the ball after gaining possession • cannot handle direct pass backs • PENALTY: Indirect Kick from division line • cannot punt or dropkick the ball • PENALTY: Indirect Free Kick from the Penalty Kick Mark • cannot throw the ball across the center line without the ball first touching a player, the floor or a wall on their side of the center line. • PENALTY: Indirect Free Kick from division line

  31. Playing the Game • The goalie may use his/her hands in the penalty area. • No players are permitted in the goal area. • PENALTY: Goalkeeper distribution or Penalty Kick

  33. Free Kick • Most common restart. • All opponents must be at least 10 feet from the kicker. • They may stand on the edge of the goalie box if it is less than 10 feet • When play has been stopped for a foul or for an infraction listed elsewhere in the Rules, play shall be restarted with a free kick taken by a player of the opposing team. • Free kick infractions that are committed by the attacking team inside their opponents goalie area will result in a GK distribution.

  34. Goalkeeper Distribution • Play restarts with a GK distribution following: • an attacking player having last touched the ball before going out of play over the back wall • for any infraction committed by the attacking team in the Penalty Area • After the ball becomes dead behind a goal after last touching a member of the attacking team • The distribution shall be taken from any point within the penalty area by the goalkeeper.

  35. Goalkeeper Distribution • The ball is considered in play once it travels outside the penalty area. • The Referee hands the ball to the goalkeeper and whistles to alert the timekeeper to the restart (when required) • Time shall commence when the ball leaves the penalty areaand is touched. • Goalkeeper must have foot on goal line before ref will toss the ball to initiate Goalkeeper Distribution.

  36. Goalkeeper Distribution • Opposing players remain outside the penalty area until the ball leaves the penalty area. • A goalkeeper taking a distribution may not play the ball again after it has left the penalty area until it is touched by another player. Otherwise, the opposing team shall be awarded a direct free kick where the violation occurred.

  37. Kick-In • Cook/Douglass • When the ball is played over the perimeter wall on the side, it shall be kicked in from the point it crossed the perimeter wall by an opponent of the team who last touched the ball before it went out of play. • The Referee shall signal the ball out of play. • If the ball touches a player or personnel on the bench, who is inadvertently extending into the playing field the Kick-In shall be awarded to the opposing team. • A goal can not be scored directly off a kick in

Corner Kick • When the whole of the ball having last been played by one of the defending team goes out of play over the back wall or becomes dead behind the goal having last been played by one of the defending team, excluding when a legal goal is scored, a member of the attacking team shall take a corner kick. A goal may be scored directly from such a kick. • The whole of the ball shall be placed on the corner mark, and it shall be kicked from that position. • The blowing of the whistle by the Referee shall take place prior to the taking of a corner kick.

  39. Penalty Kick • This will occur if the defending team enters the goalie box or commits a foul in the goalie box • Penalty kicks shall be taken from the gold circle approximately ten (10) yards from the goal line. • The player gets one strike for the kick. • Following the kick the ball will be live, unless a goal is scored on the shot • If a goal is scored, the opponents of the scoring team will kickoff. • Goal Keeper must keep their feet on the goal line until he ball is kicked

  40. Penalty Kick • The ball shall be kicked while stationary. • The ball must be kicked forward. • Once the approach is started, the kicker may not completely stop his/her movement. • After the kick is properly taken, the ball may be played by any player but the kicker who may not play the ball until it is touched by any other player. • If the offense encroaches the kick is disallowed • If the defense encroaches there is a rekick unless goal is scored

  45. Sliding vs. Slide Tackling • Players are not allowed to SLIDE TACKLE. • Slide Tackling is defined as “sliding (intentionally or not) that results in or puts a player at risk for a take down. Penalty: Major Penalty, Yellow/Red Card (depending on severity), Direct Kick • Players are not allowed to SLIDE. • Sliding is defined as “anything other than being on your feet.” (eg. –going down on one knee will be considered a slide). Penalty: Minor Penalty, Blue Card, Direct Kick

  46. Summary of Penalties • Common foul • No penalty time. Opponent gets direct free kick from the spot. • Delayed Penalties • Utilize advantage. When advantage ends, stop play, show card, direct player to penalty box and report foul to Supervisor. • Minor Fouls • Result in Blue Card • Result in 1 minute power play

Summary of Penalties • Major (Yellow Card) Fouls • Results in Yellow Card • Result in 3 minute power play • Major (Red Card) Fouls • Player is ejected • Team must player a person down • Power Play Goal • During a blue card advantage or 1 minute penalty, blue card is cancelled and player may return. • No effect on yellow card advantage or 3 minute penalty.

  48. Summary of Penalties • Disqualifications • Accumulation of 3 “Caution Points” results in an ejection • Blue Card = 1 point • Yellow Card = 2 points • Red Card = 3 points • Goalkeeper Exemption • If a Goalkeeper commits a time penalty the Captain may choose another player to take their place.
