  1. Establishing a Property Training ProgramHow do we get Property Officials trained AND….motivated?

  2. Topics • What is the purpose of a property training program? • Common elements of ‘current state’ training • Proposed alternative approach training

  3. What are the Aspects of a Training Program We Typically Consider? • Training content • Training applicability • Training availability • Certification • Methods to ensure adherence to prescribed duties

  4. What Qualities do Training Programs Typically Focus on? • Knowledge! • Policy • Process • Record Keeping • Asset Management Software Functions

  5. Summary of ‘Current State’ Training Programs Typical Learning Outcomes: • Understand legal and regulatory requirements and responsibilities for personal property management • Understand policies and procedures for managing property • Learn the objectives of personal property management • Understand property roles and responsibilities • Identify the property management lifecycle • Maintain, utilize and track property

  6. Summary of ‘Current State’ Training Programs Typical Training Content and Delivery: • Details of policy, typically shared in lecture format • “How to’s” of managing property, often prescriptive • May include practical application examples • May include property system functionality and hands-on exercises • Instructor may be employee or may be contracted to provide training • CBTs present policy and process, with little opportunity to demonstrate mastery of content

  7. Summary of ‘Current State’ Training Programs Typical Evaluation and Reinforcement Activities • Training evaluations gauge students’ response to training • Follow-up evaluations may try to measure understanding of content and ability to execute processes as presented in training • Reinforcement activities focus on improving ability to execute processes learned in training • Resultant updates to training program focus on clarifying existing policy/process content

  8. Result of the Current State • Custodians learn to execute the tactical elements of the existing property management program • Audit Response • Record Keeping • Physical Inventory • Reporting

  9. Result of the Current State • Knowledge is vital to a property program, but is this enough to get what we need from our property officials? • The real challenge of building a truly effective property program is also incorporating other qualities: Commitment Diligence Timeliness Quality Accuracy Accountability Tenacity Innovation

  10. So, How Do We Instill These Other Qualities? • Define learning outcomes that foster qualities AND build knowledge and skills • Develop content that ties policy/process to the mission and goals of the organization • Deliver the training in a manner that enables students to build desired qualities and demonstrate mastery of the content • Evaluate training effectiveness in terms of results • Continuously review and update the training program as goals, objectives and metrics change over time • Lead by example!

  11. Proposed Learning Outcomes • Understand how effective property management positions our organization to successfully execute its mission • Understand our organization’s goals and expected outcomes for the property management program • Understand how you as a Property Official can positively impact and drive quality through the property process • Apply property management policies and processes to streamline and optimize your property function • Understand the property management lifecycle and best practices for executing the property function at each stage of the cycle • Learn how to use technology to facilitate and automate good property management practices • Learn how to communicate the value of asset management to others

  12. Designing the Content • Policy and process presented in the context of the organization’s mission • Describes how property outcomes are measured and presents metrics for gauging results • Presents real-world case studies that link policy/process to achievement of organization’s goals • Includes exercises that enable students to practically apply policy and process to actual business scenarios

  13. Designing the Content • Develop content that is specific to the level of responsibility • Ease of training availability – establish various methods of training so that all property officials can easily access training • Establish a formal certification program that certifies the Property Official encompasses all qualities • Continuously provide real-world examples of the importance of effective personal property management

  14. Effective Delivery – Instructor Led Training • Instructors must understand your organization and the asset management function • Ideally, the instructor is part of the asset management organization OR • Subject Matter Experts participate in training • This is important to provide context to the organization, mission, and unique processes.

  15. Effective Delivery – Instructor Led Training • Students must be engaged • Provide exercises that promote student discussion and collaboration • Role play/simulate common asset management activities • Present real-world problems and have students craft solutions

  16. Effective Delivery – Computer Based Training • Computer-based training must be interactive and include similar elements to instructor-led training • Augment with on-line forums for discussion and collaboration • Students complete exercises that simulate real-world scenarios • Students complete a project at the end of the course to demonstrate mastery

  17. Evaluating Outcomes – Initial Training • Training evaluations gauge mastery of content: • Do students understand how policy and processes support our mission? • Can they apply policy and process effectively to achieve expected outcomes? • Did they feel the training effectively prepared them to perform their asset management responsibilities?

  18. Evaluating Outcomes – Follow-up • Establish meaningful metrics to determine effectiveness of training and identify areas for improvement • Follow-up evaluations measure outcomes and achievement of goals • Are custodians getting the desired results? • What metrics are being used? • Where are we not getting the desired outcomes, and what types of reinforcement activities are needed?

  19. Updating the Training Program • Training program is updated at regular intervals in accordance with: • Policy changes • Process improvements • Organizational goals • Property Officials contribute new content based upon their own successes

  20. Summary • A new approach to establishing a Property Training Program will equip Property Officials with the requisite knowledge and skills AND the motivation and commitment to execute their function
