  2. CY 2004 Performance Measures • Focus on both building infrastructure and exchanging data • Goal – Create critical mass by end of 2004 • 3 Measures with Specific Targets

  3. Flow Type Target No. Of States Flowing in CY04 FRS 20 PCS/IDEF 10 NEI 12 Beaches 7 RCRAInfo 10 SDWIS 10 Performance Goal 1 Success is defined as data flowing through to destination systems with no diminution of service. Targets by Flow

  4. Performance Goal 2 Success is defined as States that are capable of multiple flows (two or more) to partners. • Target: 10-14 States doing multiple flows by end of 2004

  5. Performance Goal 3 Success is defined as having the technical architecture in place by having partners establish fully functional Nodes. • Target: 35 Nodes by the end of 2004

Performance Goal 1 Targets Summary: Exceeded FRS (new data to EPA) Lots of states ready for NEI in Spring 05 RCRAInfo and SDWIS – not available until end of CY2004 The only one that got easier was FRS *Only 1 of 2 modules can be processed by EPA ** PCS/IDEF is “scheduled” not available to all *** Only RCRAInfo Handler can be processed by EPA ****Available in December 2004

Performance Goal 2: States with Multiple Flows • Met goal with 10 states with more than 1 data flow • OR: FRS, PNNWQX, NEI, Hazardous Waste Transporters (4) with RCRA Handler coming soon! • WA: FRS, PNNWQX, Hazardous Waste Transporters, Fish Tissue with DOH (4) • NJ: Beaches, FRS, NEI (3) with SDWIS coming soon • DE: Beaches, NEI, and PCS/IDEF (3) • NH: Beaches, RCRAInfo Handler, FRS (3)

Other things to Report • Reusable tools and software code developed and shared…. • Some demonstrated Node Configurations being downloaded and installed in 1 day. • States developed sharable XML Style sheets to convert drinking water lab data to SDWIS • States developed sharable Beach Monitoring web tools – Great Lakes States going to adopt • Looking at numbers: • Thousands of new FRS records at EPA (according to Pat) • New Partners: • States environmental agencies exchanging data for the first time • States giving access to their data to other State Departments (one gave a copy of their Node Client for the other department to use to do a Query off their Node)

Year End Reflections • We fell short on the State to EPA data flows but we learned these were harder throughout the year • New data flows we weren’t expecting • Hazardous waste transporters across states • DEP/DEQ and DOH exchanges • If we make the tools (schema, and NFC) and rules available..the Network works • Proven by states being able to do flows quickly when these tools and Nodes are in place • Success in reaching ultimate goal of obtaining critical mass on the Exchange Network. • End of the year (last 2 months) momentum was great…states just didn’t get Nodes up but they started doing multiple flows.
