Long Range Facility Planning • Oregon Revised Statute (ORS) 195.110: • “…must cover a period of at least 10 years and must include, but need not be limited to…population projections, …desirable school sites, descriptions of physical improvements needed in existing schools to meet the minimum standards of the large school district (>2,500 ADM), financial plans to meet school facility needs…” http://www.oregonlegislature.gov/bills_laws/lawsstatutes/2007orLaw0579.html

Long Range Facility Planning • Collection of the most current information, statistical data, and estimate of enrollment projections • Can be very basic or comprehensive, depending on the size and needs of the District • Assist in planning for capital investments and developing necessary budget outlays • Connect facilities needs with instructional demands

Implementing the LRFP • Completed the LRFP process, next step is to begin to frame the scope of project, identify the projected costs, and involve the community in the process • The value of experts at the table: • For majority of Districts, many staff have not experienced process associated with building a bond campaign • Having experts involved in the process assists in framing the schedule, vetting tentative cost estimates, and developing a communications strategy • Allows District staff to manage the bond process while continuing to focus on existing responsibilities

Involve the Community • The community members need to have buy in and believe in the District’s direction • Public Forums to discuss process of crafting LRFP, evaluate community’s “appetite” for projected costs and conversation around identified needs • Conduct surveys to ensure District is on the right path • Incorporate community feedback into the process • Demonstrate that the District listens! • Involve District staff in the communication strategy – ensure that Staff are well educated on the merits of identified projects

Give yourself time • Pendleton School District’s process started November 2011, is on ballot November 2013 • Hermiston School District’s process for 2008 Bond started in late 90’s, consumed approximately 3 years leading up to November 2008 • The process of involving the community in evaluating options takes months, allowing for concepts to be discussed internally, presented to the community, then revised per feedback

Crafting the Scope of Work • Connecting the priorities of the community with the instructional objectives of the District • Define and prioritize needs to fit within the identified budget • Develop the Capital Improvement Bond Plan • Pendleton School District submitted CIBP to Board January ’13 • Continue to work with Bond Counsel to monitor interest rates

Good stewards of tax payer dollars • Goal of the pre-bond planning process is to ensure community is connected and involved, and that pending bond passage District can immediately execute on projects • Fully vetted scope of project, project roadmap/schedule, formalized budget and implementation plan • Strong communication with community during the bond execution • Build community support for the next bond
