Strategy For Rabi 2007-08 Two major problems in Agriculture Sector- 1. Low productivity of crops 2. Heavy dependency of the population(65%) on agriculture Following strategies proposed to mitigate these problems. – Measures for enhancing productivity • Improvement in Soil Health • Testing of 7.05 lakh samples during Rabi. • Increasing soil testing mobile labs from 18 to 20. • Distribution of 40.00 lakh bio-fertilizer packets.
28th September and 12th October 07 have been designated as Soil Testing and Micro Nutrient Day for collecting soil samples and provide analysis report within 15 days. • Massive drive of Constructing 1.20 lac Vermi and Nadap Compost during Rabi 2007-08 as against 0.14 lac last year. • Procurement & distribution of 0.11 lac qtls of Dhaincha seed for green manuring and 1.08 lac M.T. gypsum for improvement in soil quality. • Raising Seed Replacement Rate from 23.29% to 24.05% . • 25.81 lac qtl seed distribution proposed. Enhancement of 0.82 lac quintal over last Rabi. • 22.80 lacs quintal certified/quality seed of wheat to be distributed. • Enhancing SRR of wheat from 24.14% to 24.76%. • Augmenting distribution of pulses seed from 1.93 lac qtls. to 2.15 lac qtls. • Distribution of hybrid seed in Maize. • Ensuring timely availability of Rabi seeds at sale points before Oct 31st, 2007. • Distribution of 2.88 lac minikit of oilseed and pulses. Fertilizer Consumption • 48.50 lakh M.T. fertilizer to be distributed as against 43.48 lakh M.T. last year. • Narrowing N.P.K. ratio from 14.8:5.4:1 in 2006-07 to 8.1:3.9:1 • Crop Loan • Proposed to distribute Rs. 7594.60 crores as crop loan as compared to Rs. 5625.77 crores distributed in RABI 2006-07. An increase of 34.99% over last year. • Technology Dissemination • KRISHI UNNAYAN PAKHWARA planned from 15th to 31st October 2007 to ensure timely sowing of wheat. • 75% sowing targeted to be completed by Nov. end and rest 25% by 15th December 2007. • Crop specific areas identified for intensive agricultural interventions. • More stress on zero tillage practice to avoid delayed sowing particularly in wheat. • Private agencies/input providers also to be involved in dissemination of technology. Input dealers being empowered through training under the programme From Vikreta to Visheshagya. • 1750 e-chaupals setup in State by ITC and 300 farmers technology dissemination centers known as Tata Kisan Sansar, Hariyali, and other centers are also proposed to be used for extension work.
Plant Protection • 100% seed treatment targeted. • The use of chemical pesticides to be gradually discouraged and preference is being given to bio-agents/ bio-pesticides. • 15 Bio Control Labs engaged in production of 1.28 lac kg of Bio-pesticides /agents & 0.34 lac tricocards & 3.4 lac NPV (L.E.) . • Mechanisation • 7540 implements are proposed for distribution under macro mode scheme against 3895 implements distribution of last year. • Irrigation Facility • Energization of 33,000 private tube wells. • Ensuring 12 to 14 hours availability of power to rural feeders. • Proper management of canal and ensuring water availability up to tail end. • Massive drive of recharging of ground water through "Adarsh Jalashay Yojna" and other soil and water conservation schemes. • Steps to be taken to divert population dependent on crop husbandry to floriculture, animal Husbandry, Seri-Culture, Fisheries, agro-based industries etc. to increase income level of fariming community.

Kisan Hith Yojana • Main Objectives • To reduce the threat of drought and flood through efficient rain water management. • To reclaim the high PH Usar land/alkaline land and there by to bring additional area under cultivation. • To develop ravine/waste land for cultivation and plantation purposes. • To remove congestion in water logged areas to bring maximum area under cultivation. • To confer land ownership to the weaker section of society through distribution of surplus land. • To improve the economic conditions of landless labour, small and marginal farmers etc. • To provide employment to people’s in the project area. Fertilizer ( in Lac M.T.) • Fertilizer distribution to be increased by 11.55% with emphasis on P and K. • Proposed to narrow down the N.P.K. ratio of14.8 : 5.4 : 1 in 2006-07 to 8.1 : 3.9 : 1. • 13 Labs with annual capacity of 10,000 samples. Establishment of three labs with annual Capacity of 6,000 samples is proposed. • During 2007-08 16,000 fertilizer Samples to be analysed. So for 3078 samples collected & analysed & 221 samples found sub standard.
Crop Insurance * Settlement of claims for Rabi 06-07 under process.
Strengthening of Extension Network • Each Nyay Panchayat to be covered by Kisan Sahayak and Gram Panchayat by Kisan Mitra for dissemination of technology. • Organizational reforms to implement ATMA model for taking up extension activities upto Nyay Panchayat. • Strategic Research and Extension Plan (SREP) under implementation in 32 districts and under preparation for remaining 38 districts. • Strengthening of farmer led extension system by establishing Farm School in all 820 development blocks.
Networking of community Radio Stations (CRS) for awareness campaign. • Strengthening of 70 district level training institutions to cater the training needs of the districts. • P.G. Diploma in Agri. Extension Management to Public Extension Functionaries for capacity building. • Active participation of Agri-prenuers in need based extension activities. • Publication of success stories based on Farming System Approach (F.S.A.). • Development of Modules of farming systems in collaboration with KVKs and SAUs. • Strengthening of extension delivery system through Farm School. • PPP for implementation of extension activities. • Operationalization of electronic monitoring system (EMS)
Food Security mission • Selection of districts has been done and formation of committees under progress. • Instructions to the districts functionaries have been issued to prepared district agriculture plan. • Rigorous efforts are been made to complete district agriculture plan & State agriculture plan in given time frame. • The training of personals is required for the preparation of district agriculture plan by G.O.I.
National Food Security Mission- Wheat Districts * Districts to be replaced by Mainpuri, Ghazipur, Barabanki, Kushinagar & Balrampur.

Outcomes of Schemes Under ACA • 1.60 lac ha additional agriculture land come under production system. • Additional production of 2.56 lac M.T. food grain and 1.6 lac M.T. oilseeds and pulses. • Over all rise in food grain production from 405 lac M.T to 538.25 lac M.T. • Generation of 8 crore man days. • 250 new market yards. • 70 agro marts for providing technologies, inputs, banking facilities under one roof.

New Initiatives for Potato Production • Potato seed production programme in 518 ha and NHM which will be ensure addition 1.20 lac qtls. Certified potato seed. • Potato seed production programme in 200 ha under State Plan Scheme which will ensure additional 0.46 lac qtls. Certified potato seed. • Support on certification of potato seed production. • Required 17.60 lac MT. seed is available, but it is not being certified by the farmers.
Vegetable Development • Area, Production & Productivity in Rabi Seasons
New Initiatives for vegetable production • Vegetable, Medicinal & Aromatic Plants seed production programme in 282 ha. and NHM which will be ensure addition certified vegetable seed. • Vegetable seed production programme in 100 ha. under State Plan Scheme which will ensure additional certified vegetable seed. • Support on certification of Vegetable seed production. • Creation of 28 seed infrastructures at State Department/SAU’s/U.P. Seeds.
Spices, Floriculture & Medicinal/Aromatic Plants Development
Issues For Consideration of GOI • Reduction of interest rate on agricultural credit from prevailing 7% to 4%. • 50% subsidy on drip & sprinkler irrigation system for all crops. • Enhancement of seed subsidy up to 50% from prevailing 25% on the cost of seed. • Regulatory mechanism for price structure of hybrid seeds. • GOI should continue to make arrangement for import of DAP for one more year. • Arrangements of 19 rake points for fertilizer supply. In case of RVP /FPR schemes there are certain limitations which do not suit to a large state like UP viz.- • Selected River should be of inter-state in nature. • Survey and Delineation of Codes took many years which delays the implementation of the projects. • Remunerative Pricing for agriculture crop.
Remunerative Pricing for Wheat Minimum Support Price (MSP) fixed by GOI has been much lower than recommended by State Government. The following table illustrates the MSP for wheat crop recommended by State Government and MSP announce by GOI. Keeping in view the ever increasing cost of inputs and cultivation in general remunerative price mechanism is most critical factor in enhancing agricultural productivity and overall socio-economic status of the farming community.

Outcomes of Schemes Under ACA 1.1 Reclamation of problematic land • Reclamation of 1 lac ha undulated, heavenly eroded, non arable land covered with perennial shrubs in Katri area of river Ram Ganga catchments to bring it under agriculture, horticulture and agro-frostery activities. • Reclamation of 2 lac ha ravines and creation of irrigation facilities followed by agricultural activities, are proposed through mechanical and other related soil and water conservation measures. It will increase production and bring about 60 thousand ha of additional area under cultivation. • Construction of ponds, bunds, check-dams and other vegetative measures are proposed to recharge groundwater, especially in critical and semi-critical blocks of western U.P.
