ILO HISTORICAL APPROACH TO WELFARE • 1936 welfare in ports Recommendation – emphasis on protection from abuse (tuberculosis, alcohol, narcotics, sexually transmitted diseases) • 1970 Recommendation on welfare – facilities and operations e.g. national/regional/port welfare boards, accommodation, recreation, information, security • 1987 Convention & Recommendation on welfare (Nos. 163 & 178) – states to ensure welfare services provided ashore and necessary finance arranged

  7. MLC APPROACH TO WELFARE • Purpose: to ensure that seafarers …. have access to shore-based facilities and services to secure their health and well-being • Obligations – to promote, encourage, allow access to services • Guidance – as per instruments 163 & 178
