Current Profile • Kuwait has 16beds per 10,000 population (2006) • Kuwait plans to increase the number of beds from 4712 to 11000 by 2016 giving a revised figure of 33 beds per10,000 population • 22beds per 10,000 population by 2030 to cater to 7.00 million population by 2030 (2.39 Growth Rate as 3KMPR * Census 2009)

  4. KUWAIT HEALTHCARE DEVELOPMENTAL PLANS Kuwait Health Maintenance Organization (K-HMO) public offering to be issued during the first quarter of 2011 • Expected results: • Private Sector Healthcare System composed of 1,500 beds (3 hospitals) • a network of Primary Healthcare Centers (15)

KUWAIT HEALTHCARE DEVELOPMENTAL PLANS NationalHealth Insurance Fund – A single payer healthcare fund operating under the jurisdiction of the NHA. • Expected results: • Kuwaitis can seek healthcare services from either private or public providers with a provision for reimbursement. This system will mandate reorganizing public facilities into “geographical health trusts” with decentralized healthcare operations and fiduciary responsibilities.

  6. Provision of Services Perspective 1. Private Sector - An additional 1,800 beds (K-HMO 1,500, three private facilities @ 100 beds each) could be introduced to the existing 1,000 beds currently operating in 11 private sector hospitals.

Public Sector – Approximately 7,600 hospital beds could be added to the current 6,000 operating MOH beds by 2016: • Nine (09) MOH Towers – 4,000 beds (Highly Likely) • Five (05)MOPW Hospitals – 3,000 beds (Highly Likely) • One BOT Hospital – 600 Rehabilitation Medicine & Geriatric Beds (project awarded by PTB)

  8. The Nine (09) MOH Hospital /Towers Expansion Project • Expand Nine (five general and 4 specialized) Operating Hospitals by an additional : • 4,000 beds • 85 Operating Rooms, • 250 Outpatient Clinics, and • a full array of clinical and non clinical support services

The Nine (09) MOH Hospital /Towers Expansion Project • MOH/Govt. of Kuwait requirements – • Single Tender / Single Contract “Design, Build, Equip, and Maintain” system or methodology. • Methodology: Plan then Design/Build/Equip/Maintain (approx. 2.5 - 3 years). • Initiative: to fast track the hospital building projects utilizing sophisticated modular systems and precast concrete construction technologies .

The Nine (09) MOH Towers Expansion Project • The new towers will increase the number of operating rooms to 70, and the number of beds in intensive care units to 90 beds. • The project will also increase the number of outpatient clinics, and improve the services related to x-rays, laboratories, sterilization units, and medical records. • They will also provide a centre for disasters and emergency and an isolation ward with a capacity of 90 beds.

Modernization Efforts & Perceived Efficiencies – The modernization and improved efficiencies that MOH facilities will attain through current hospital expansion / replacement projects and international affiliations / management agreements. This will result in sharply reducing waiting time for diagnostic and treatment services, improved outcomes, and much more appealing physical facilities.

New PHYSICAL MEDICINE AND REHABILITATION HOSPITAL and Related Facilities These facilities include: • Construction of New Physical Medicine Hospital • Tertiary Rehabilitation Center • Geriatric Rehabilitation • Extended Care for persons with multiple disabilities • Prosthetic and Orthotic manufacturing Unit

Other Governmental Projects – • KOC Hospital – 350 beds general acute care facility (project awarded). • PIFSS Hospital – One million square meters were allocated by Municipality to PIFSS for a “Medical City”. • Police Hospital – Land allocated by Municipality, yet no concrete steps taken. MOI Request for new hospital with 300 beds. Site is in AlSabah Area 90,000M2 • Kuwait University Teaching Hospital – 600 bed teaching hospital is planned for new campus.

Management of Hospitals – Public: 05 MOH general hospitals ( out of the 06) and select specialized centers have entered into 5-year management agreements with major centers of excellence with the goal of improving the quality and effectiveness of patient care services. McGill, Princess Margret, Great Ormond Street, and Johns Hopkins are among the contracted facilities. Private: agreements with the medical universities, world renowned visiting doctors, management consultancies, updates and adopting global state-of-the-art medical developments and technologies.

  15. Private Facilities – • Potential Growth opportunities for mainstream Maternity and Infertility Services, as well as other health care services not covered by insurance (dermatology, plastic surgery, dentistry).

Medical Treatments Abroad Update Year 2010: MOH Budget : 1 Billion USD for medical treatments abroad Statistics: 3000 patients were sponsored by the government 8000 patients from private funding. Year 2009: MOH Spending: 200 million Kuwaiti Dinars Statistics: 2,100 Kuwaitis (MOH figures only) Several thousands were sent under similar program run by the Military, the Police, the Kuwait Oil Company and the EmiriDiwan. MOH seeks agreements with leading hospitals for providing best health services at economic prices for Kuwaitis who go abroad for treatment.

  17. E-Health Services and Systems • MOH plans for upgrading data systems matching international standards in all sectors of the Health Ministry and promoting the applications of the electronic health systems at its departments. • The MOH seeks to set up an integrated electronic communication network to link up all sectors and departments of the ministry including hospitals, medical centers and clinics. • The MOH has already begun applying the e-files system for preliminary health care and plans to expand it to incorporate the engineering sector, the citizen's service, the e-communication and the work shifts system.

  18. Medical Recruitment and Training • Current Profile: heavy reliance on expatriate workers with 80% expat doctors and over 90% of all nurses are non-Kuwaitis. • Kuwait healthcare development plan (08 public hospitals and extension towers + 09 new MOPW Hospitals) will create estimated number of 15,000 healthcare professionals positionsin the public sector. • Standardizing local training facilities, curricular expansion to accommodate emerging health concepts and improving the system of hiring expatriates is the need of the hour.

  19. Pharmaceutical Market Profile • The BMI Q310 reports quoted the Kuwaiti pharmaceutical market as worth just KWD105mn (US$365mn). • Forecast: Through to 2014, a compound annual growth rate (CAGR) of 5.97% i.e. KWD140mn (US$520mn), reaching a value of US$601mn in 2019. • Key growth drivers: healthcare modernization initiatives and demographic and epidemiological factors (e.g. highest rate of obesity in the world) • 2010 MOH Initiatives: • 5% reduction in prices of 5,000 essential drugs. • public hospitals and pharmacies to stock the highly-consumed therapeutic categories to prevent patients paying higher fees at private pharmacies. • a common GCC-wide pharmaceutical import policy to alleviate cost pressures and to make pharmaceuticals more affordable in the private sector.
