An institution of the ACP Group and the EU – under the Cotonou Agreement/ Lomé ( 1977) • Supports the sustainable development of the ACP private sector • Financed by the European Development Fund (EDF) – Budget 18 millions € / per year • Headquartered in Brussels, operating through 6 regional offices: East (Kenya), West (Senegal), Central (Cameroon) and Southern Africa (Botswana); Pacific (Suva, Fiji) and the Caribbean ( Dominican Republic) 2

  3. Services Technical Assistance through Intermediary Organisations IOs and Business Development Services (BDS) Direct technical assistance to SMEs

  4. INTERVENTION MODALITIES Technical assistance from the CDE is arranged: • Through service contracts with expert consultants/consulting groups • Through cost sharing contracts with intermediary organizations • Through grant contracts/calls for proposals

COUNTRIES ELIGIBLE FOR CDE CARIBBEAN REGION ASSISTANCE 15 countries: Antigua & Barbuda, the Bahamas, Barbados, Belize, Dominica, Dominican Republic, Grenada, Guyana, Haiti, Jamaica, St. Kitts and Nevis, Saint Lucia, St. Vincent and the Grenadines, Suriname, Trinidad & Tobago CAR Total Population = 26.5 Million (estimated 3% of ACP population)

  12. CURRENT BUDGET FOR PROJECTS / DIRECT SUPPORT TO THE PRIVATE SECTOR Euro 1.4 million per year (core budget) From EIB ( Euro 1 million over 3 years) for special facility From Private Sector Development Programmes under the National Indicative Programme/ EDF. For example, Haiti, to be finalised

PROGRAMME EXAMPLES – improving competitiveness in ECO Tourism ECO-TOURISM • “Caribbean Hotel Energy Efficiency Action Programme (CHENACT)” CHENACT II • Beneficiary : Caribbean Hotel & Tourism Association (CHTA); Barbados, Jamaica and Bahamas • Promotion of the competitiveness of CHTA member SME Hotels in the ACP Caribbean Region through improvements in energy efficiency. ( CDE is a co-financing partner with IADB, CTO, CHTA, among others) ; includes energy audits, training, policy implementation, demonstration

PROGRAMME EXAMPLES improving competitiveness in services CAIC/ CARICOM SECRETARIAT/ OECS SECRETARIAT/ IN PARTNERSHIP WITH CDE Maritime transport project to support the formation of clusters/ shipping pools of the small, independent cargo vessels to operate under a centralized planning and logistics system which will improve the efficiency of intra-inland cargo services in the region. Phase I – Identification of boats, database, inspection, workshop and clustering. Phase II - Formation, organizational structure, technical assistance and training plans to operate as pools in the Southern and Northern Caribbean

PROGRAMME EXAMPLES – improving competitiveness in ICT services TECHNICAL ASSISTANCE TO CARIBBEAN INNOVATIVE ICT CLUSTERS 2012 - The overall goal is to improve the competitiveness of software products developed in the Caribbean for sale in the region and internationally. The objective of the project is for the CDE to provide the necessary technical experts (mobile application developers, web 2.0 developers, animation experts, among others) required to enhance selected software and support marketing and promotion. In 2009 – 5 supported (marketing support) In 2011 – 3 supported ( product enhancement and marketing) For 2012 – proposal approved to support 9 ( product enhancement and marketing)
