1. Country Report – Indonesia Status and Progress of GHS Implementation in ASEAN Countries GHS Conference for ASEAN : Implementation Towards 2008 and Beyond Jakarta, Indonesia, 9-11 May 2007

2. The world’s largest archipelago country, > 300 ethnic groups, > 130 local languages, >17,500 islands, stretch for 5,000 km along the equator, the 4th biggest populous country after China, India and USA.

3. The Background • In 2005, Indonesia has been designated as one of the 3 pilot countries within ASEAN region to perform a project to strengthen national capacity for implementing the GHS. • Under the GHS-UNITAR project for 2005-2007, Indonesia already has a National GHS Implementation Committee and 4 working groups representing 4 key sectors i.e. industrial production, agricultural, transportation and consumer product to conduct a number of activities in the preparation of the country for implementing GHS by 2008. • The National GHS Implementation Committee was established and the National Agency for Drug and Food Control (NADFC or Badan POM) as the national coordinating institution for the project

PHASE 1Activities/Outputs • Mapping profile of the existing system concerning classification and labelling of chemicals (gap and situation analysis) by comparing the existing system and GHS requirements • Comprehensibility testing on labels and SDS for a number of respondents within the 4 key sectors (industrial production, agriculture, transport and consumer products) • Developing comic on GHS Slide 8

9. PHASE 1Next Step • It is necessary to conduct trainings and socialization activities in order to confer knowledge and understanding of the GHS to related stakeholders and down to those that are directly in contact with hazardous chemicals, e.g., loading and unloading labors at ports. • To conduct multistakeholder process for defining and identifying GHS elements as the mandatory and voluntary provision • Information network needs to be created involving related stakeholders. • To develop information system on GHS. • It is necessary to conduct trainings and socialization activities in order to increase knowledge and understanding regarding the GHS to related stakeholders and down to those that are directly in contact with hazardous chemicals, e.g., loading and unloading labors at ports. • To enhance co-operation amongst all stakeholder concerned. • It is necessary to establish an agency/institution that is explicitly responsible for the implementation of the GHS. • To scrutiny assess financial arrangement for the implementation of GHS • To assess the existing regulations related to classificatiion and labelling of chemicals

11. PHASE 2Next Steps/ Recommendations • Draft Presidential Decree regarding GHS Implementation should be passed on to Department of Law and Human Rights to be harmonized with a view that it will be issued by 2007. • Government together with stakeholders such as industries association, NGOs, labour association etc, should carry out sustainable and massive socialization of GHS to industries, general public and labour. • Priority targets of training on technical aspect (classification of chemicals) in industrial sector should be small or medium enterprises (SMEs) in order to support their capacity and capability in implementing GHS. • Government should ensure the sustainable fund for the implementation of GHS at national level. • There is a need to establish networking with local government so that they will participate in all process of GHS implementation because of their power to encourage all industry in their territory to implementing GHS. • Strong coordination among all related sectors is of great importance to build the same perception and synergy towards the implementation of GHS by 2008. • Government is expected to play an active role in facilitating labours to comprehend GHS in accordance with their responsibility by organizing the training the trainers on GHS and encourage the employer to provide GHS trainings for their workers. • Government is expected to support NGOs having interest in socialization of the GHS to general public by providing financial support and tools for socialization.

12. PHASE 3Outputs/ Recommendations A National Review Workshop to Develop a Strategic Plan/ Road Map for National Implementation by 2008, which has the conclusion as follows : • The umbrella legislation (Presidential Decree) on GHS Implementation need to be reviewed on a broader basis • Developing of GHS implementation/ road map with concrete timeline and financial arrangement in all related institutions need to be scrutinized

13. Other activities beyond GHS-UNITAR • Training, incorporated of National Committee of Responsible Care Indonesia with JETRO and The Association for Overseas Technical Scholarship (AOTS) comprising 3 levels (Elementary, Intermediate and Advance), participant are from government institution and industry. • Graduates : Elementary level= 14 persons, Intermediate level= 25 persons and Advanced level = 8 persons (thn 2006 di Jepang)

14. The capacity building program to implement GHS Organized by JETROand AOTS*of Japan in cooperation with KN-RCI.GHS Instructor Training (ASEN-3) held in AOTS Tokyo, Feb. 15-24, 2005 (4 participants from Indonesia) and ASEN-1, starting now until September 15, 2006. The output is trainers from ASEAN countries who can give a lecture on the GHS fundamentals and specifics.

15. Achievement in Developing Resources on GHS • 250 people accomplished “A glance of GHS” training from several provinces (MOI & NADFC) • 24 participants in seminars on GHS • 800 participant in GHS socializations (from several provinces)

Other activities beyond GHS-UNITAR (cont…) • GHS content has mentioned in several legislation, such as : - Ministry of Trade Decree No. 04/M-DAG/PER/2/2006 on Distribution and Monitoring of Hazardous Substances which is amended to be Ministry of Trade Decree No. 08/M-AG/PER/3/2006 on Change of Ministry of Trade Decree No. 04/M-DAG/PER/2/2006 on Distribution and Monitoring of Hazardous Substances; and - Ministry of Industry Decree No. 24/M-IND/PER/5/2006 on Monitoring of Production and Use of Hazardous Substances • GHS socialization in central and provinces • Has been discussed the mandatory and voluntary GHS Elementwith all related institutions • Has been translated GHS documentation (Purple Book) to Indonesian, but nowadays is still revised with expert. • Booklet and leaflet on GHS are being prepared
