  2. Process • 1999 – FCP discussed during Redesign • 2002 – Internal LA discussions • 2003 – Discuss with Div of Ins & CFO; • use report from redesign as part of data • Proposed with no opposition • Criteria: Collection of fees/access to insurance uniform (no sliding scale)

  3. Lessons Learned • Reasons for pursuing FCP = Reasons to defeat FCP (free service) • Perceived Ins Impact v Perceived Family impact (harm Insurance w/o significant benefit for family or state) • Lack of statewide understanding of Part C services
