IPPC – AFR_B • The Facility was qualified as an installation for surface treatment of products using organic solvents, with the solvent consumption exceeding 200 t/y. • The Facility obtained the first IPPC permit in February 2007. • As the Facility was relocated to a new site and a new (third) rotogravure printing machine was installed, the first permit had to be invalidated and a new one should be obtained – July 2009.

IPPC – AFR_B The Permit in force determines the following: • Volume of gas and suspended dust emissions into the air • Conditions for generation and disposal of waste • Noise emissions off site and working time distribution of noise sources • Quantity, condition and composition of waste water generated at the site • Amount of water consumed 3

IPPC – AFR_B The Permit in force determines the following: • Methods for prevention and mitigation of accidents • Installation decommissioning procedure • Methods ensuring efficiency of energy use • Methods of achieving high protection level for the environment as a whole • Conditions for monitoring of the installation. 4

  5. 1. Air emissions Organized emission • Afterburner of volatile organic compounds (treshold: 100mg/m3 Corg) • Gas fired boilers of heating oil system (2x2.4 MW) NO2, SO2, CO and dust (kg/h) Fugitive emission • Volatile organic compounds (max. threshold 20% = 492.64Mg) 5

Waste management Waste production: • 11 types of hazardous waste(total max. volume – 1713.3 Mg/y) • 10 types of non-hazardous waste(total max. volume – 7376.06 Mg/y) The integrated permit also determines the following: • waste generation methods • waste generation places • technical specifications of waste generation places. 6

  7. 3. Noise Permissible noise levels: • during day: LAeqD = 55 dB • at night: Time of the night LAeqN = 45 dB Working time distribution of main noise sources is 24h/d 7

  8. 4. Wastewater Only the following types of waste water are generated at the site: • domestic wastewater • rainwater and melt-water The amount of domestic wastewater is equal to the volume of water consumed. All liquid wastes are collected in leakproof containers and disposed for recycling or for utilization 8

  9. 5. Water Water is drawn from the municipal intakes for: • domestic purposes • process purposes (max. 90 m3) e.g. - replenishment of chilled water circuit - washing of tools used for non-solvent substances (varnishes, cold seal) - water for water-based varnish dilution 9

Methods for prevention and mitigation of accidents Examples: • the automatic fire extinction systems • compliance with the established procedures • informing the environmental protection authorities about any disruption in normal operation of the installation • ensuring safe management of hazardous substances (such as storage, limit volumes etc.) 10

Installation decommissioning procedure • Compliance with the requirement to draw down a detailed plan of the installation decommissioning, taking into account environmental protection procedures (protection of soil surface, underground water, and waste management) • The Permit lays down the site development conditions after the decommissioning, in accordance with w local plan of spatial development • Compliance with the requirement to hand over formally the facility and/or the site to the next owner 11

  12. 8. Methods ensuring efficiency of energy use IPPC imposes on the operator a committment to the efficient: • energy management • materials and raw materials management. In accordance with the internal procedures, such as ISO 9001 or ISO 14001 12

Methods of achieving high protection level for the environment as a whole • Installation of VOC afterburner which allows connection of all VOC emitting equipment • A system provided for heat recovery from the afterburner • Closed chilled water circulation system • Sealed surfaces and means for collection of spills in the mixing and storage rooms • Selective waste collection • Technical and organisational environment protection and effective material management methods 13

Monitoring • Technological process monitoring (in acc. with internal procedures) • Water – watermeter read-out once per month • Afterburner – VOC expressed as organic carbon once per year • VOC assessment once per year (S2 standard) • Domestic waste water (QUANTITY) – no measurement; volume of water consumed = Volume of waste water • Domestic waste water (QUALITY) – periodically, as per the agreement concluded with the network operator (BOD5, CODcr, pH, total SS, total N, total P) 14

  15. 10. Monitoring • Rainwater – periodically, as per the agreement concluded with the network operator (hydrocarbons, petroleum hydrocarbons, total SS)) • Noise – measurement every two years • Wastes – quantitative and qualitative register 15

Environmental Report • Economic use of environment (emission twice a year) • Summary of data (wastes– once per year) • Product and disposal fee (e.g. packaging waste – one per year) • Packaging (production, import, export – once per year) • E-PRTR (waste – once per year) • KOBiZE (air emissions – once per year) • CSO reports (irregular, 5/year on the average) 16
