  7. Definitionofterms Qualityis the abilityto “change” and improve the valueof a good or a service (addedvalue) or reachexcellentresultscomparedto a baseline standard. Namely the distancebetweenpre-establishedgoals and achievedreults. QualityAssurance (QA) allactivitiesaiming at producinganadequatebeliefthatallgoals in education and researchwillbeachieved and effective. Auditof QA is the verificationprocessfor the QA procedures, itmaybeinternal (within the university) or external and isneverperformedbyexpertswho are involved in the QA process.

  8. Definitionofterms • Accreditationis the formalrecognitionby a “third party” that a single institutionhas the competence and media tofulfillitstasks. The accreditationofuniversityeducationhas 3 maingoals: • Toensurethat upper educationinstitutionscomplywith the minimum qualitystandards • The autonomous, responsible and reliableactionbyuniversities in the useof public fundsallocatedforeducation and researchpurposes. • The continuousimprovement in the qualityofeducation and researchaction

InitialAccreditationauthorizes a single university or a studycourseto start theiractivity : • The institutionpreparesself-assessmentdocumentbased on its QA with the competenceofparitheticteachers’-students’ committeeandevaluationcommittee. • An externalevaluationofself-assessmentdocumentsisperformedevenby a visitto the institution and a report isprepared. • Such report isanalyzedby the accreditation authority and decisionisfinallytaken. • PeriodicalAccreditation • Re-assessment

  14. Law n.240/December 30, 2010 Art.16, comma 1. The national scientific qualification is instituted. It is valid for a 4-year term and asks for specific and distinct rerquirements to achieve the functions of associate or full professor.

  15. This recent legislation has substantially modified the recruitment system for academic staff in Italy. The new procedure is based on a national competition for the National Scientific Qualification (abilitazione), which from now on is required to enter Italian universities as associate or full professor. The qualification, comparable to the French "qualification", is granted by National Committees, one for each group of disciplines (a total of around 200 distinct groups). All committees shall be made up of five members, four affiliated to Italian universities and one affiliated to a foreign university in an OECD country.

  16. ANVUR is in charge to produce a list of at least four eligible foreign members for each academic discipline. For each field of research, the Italian Ministry of Education, University and Research will randomly extract among them the member that will actually participate to the Committee.

  17. Candidates shall be Full Professors complying with criteria of scientific excellence. They need to be positioned in the best 50% of the distribution of scientific production indicators, as defined by ANVUR. The committees will serve for two years, during which two rounds of evaluations will occur.

  22. The MIUR invites the nationalcommitteestofollow the establishedcriteria in the selectionofcandidatestoprofessorship.

  23. Critical issues In the newrecruitment system no mentionismadeconcerning the evaluationofteaching and, foruniversitymedicalteaching staff, oftheirprofessionalskills.
