Presentation of myself I am a lecturer at Lower Silesian College of Entrepreneurship and Technology in Polkowice and Higher Vocational School of ZaglebieMiedziowe in Lubin in Poland Since 2009 I have been Dean of Technical faculty in UZZM in Lubin I have graduated from Wroclaw University of Technology with the PhD degree. My thesis was ”Computer assisted evaluation of employees with the use of MCDM methods” My main areas of scientific interest are: e-commerce, e-business, IT systems in business,IT systems in logistics, especially in small and medium businesses I am the owner of a small IT company, where I try and test new ideas in practice. In Polkowice I did many IT projects especially in schools, small companies and government institutions

Small and medium enterprises inpoland Compared with more established EU member states, private enterprises in Poland are much smaller in size In most of micro enterprises and very few firms that are technology based you can see the low level of expenses on R&D and other innovation-related activities Most SMEs use IT only in the form of utility applications (invocing software, payment systems) andto create and to maintain their website and e-mails

The environment of running business by smes In poland SME's contribution to the EU's main economic objectives is reflected and well documented in both the Lisbon strategy and Europe 2020 strategy Strategy for Europe 2020 is based mainly on the Small Business Act (a set of 10 principles to guide the conception and implementation of policies ) In Poland a lot of governmental institutions exist that support SMEs financiallye.g. PARP and Ministerstwo Gospodarki SMEs focus on current activities and spend time and money only for immediate profit

E-commerce insmesinpolandatpresent Many governmental and non-profit organizations promote e-business and e-commerce Innovative Economy Programme is one of six national programs of the National Strategic Reference Framework To develop e-commerce in Poland for the first time e-trade fairs took place in Poznan in May 2011 Unfortunately, researches indicate the weakness of the SME supporting system

Legal aspects for E-commerce insmesinpoland The principal cause of barriers to electronic commerce between Member States is the fragmentation of the internal market due to the lack of uniformity in legal regulations in individual countries The reasons why e-stores may be unwilling to sell to consumers abroad include too particular consumer rights, varied tax laws, the systems and methods of payment and languagesbarriers On 23 June 2011the new Directive was adopted by the European Parliament, to solve most of law problemswhichconcern e-commerce Some of e-commerce systems are created according to law regulations, which facilitates their use

  10. TECHNICAL ASPECTS OF E-COMMERCE Besides the legal and economic issues in e-commerce development in Poland, technical issues must be considered. The trends observed currently in this area include: Cloud computing, Business Intelligence and Virtualization, as evidenced by the number of emerging publications in this field above in Poland and the whole world (Chiang K. Johannes, Tsai Hsu-Hao, 2011), (Shiau Wen-Lung, Kang Wei-Shu, 2011). In March 2011,as part of CeBIT, the first “E-Commerce Park” took place – as a continuation of the exhibition area „Webciety”.Web applications and Internet-based business models were shown andwere solutions presented for online tradingfor SMES. A large number of business based enthusiasts from Poland participated.

  12. conclusions Presenting some legal aspects of Polish e-commerce draws attention to the lack of uniformity of regulations on contract law in Poland and the EU The new Directive will standardize legal aspects in the EU In Poland there is a lot of support and financial institutions to encourage innovation On the other hand, many entrepreneurs are not interested - investments in innovation bring concrete benefits over time, while they wish profits at once

  13. conclusions As it was said before some SMEs limit their innovation activities to having a website, e-mail accounts Very often SMEs benefit from IT outsourcing services in this area, limiting the scope of these services to aminimum Besides the legal and economic issues in e-commerce development in Poland technical issues must beconsidered The trends observed currently in this area include: Cloud computing, Business Intelligence and Virtualization

THE MOST IMPORTANT ISUE- COLLABORATION BETWEEN OWNERS OF SMES AND PROFESSORS In Poland we have a situation where the significant people in the academic community do not have close relations with small and medium companies. They do not know each other. A bridge should be built between these two environments.
