Incentivizing Production • Attitude: Alternate crop / Rainfed crop vs Main crop • Increase Area • Enhancing SRR ( pulses : 20-25%, ground nut: 20%) • Timely sowing (20% drop in production in delay by 15 days). • Availability of seed • Fertilizer Application – timely and adequate . • Irrigation Coverage (mainly rainfed, ). • Use of Nutrient specific fertilizer like, SSP(sulphur) for oilseeds and soil conditioner/ameliorants like Gypsum.
Incentivizing Production-2 • IPM -close monitoring, timely reporting of pest attack and taking appropriate remedial actions • New Techniques: Ridge-furrow sowing, Deep ploughing, Zero Seed Drill , Seed Treatment. • Water use efficiency - micro irrigation, sprinklers (20 % increase in productivity). • R & D for development of new, short duration and climate resilient varieties. • Mechanization for timely completion of farm operations - Custom hiring centers • Value addition for processing (Dal mills, oil mills, specially for procesing Sunflower)
Incentivizing Production-3 • Increase area under NFSM Pulses in Jharkhand, West Bengal. • Increase area under ISOPOM in Jharkhand, Mizoram, Meghalaya. • Campaign high lighting Pulses and Oilseeds cultivation.
Incentivizing Procurement • Competitive MSP to motivate farmers. • States need to create infrastructure to facilitate procurement . • States to identify purchase centres and estimate arrivals. • States to provide Market Information for new areas for procurement operations.
Other Issues • Inclusion of Mizoram in NFSM pulses. • Short duration varieties of oilseeds and pulses for West Bengal and Jharkhand. • At present 17 districts are under NFSM pulses, requested for inclusion of all 24 districts(Jharkhand). • Promotion of micro-irrigation(Jharkhand). • Involvement of procurement agencies in NE region. • Inclusion of seed production subsidy in pulses. • Subsidy for private notified hybrids for sunflower and mustard.
