  3. Strategy for Technology Extension • Extension through organising farmers into groups.--- • Farmer Interest Group • Farmer Producer Group • Extension through cadre of service providers--- • Scoutsin CROPSAP • BTM in ATMA • PMT in NFSM • TA in INSIMP

  4. Strategy for Technology Extension • Extension through Contract Farming • Extension as a Part of Project implementation. • Public Private Partnership in extension.

Public Private Partnership Objectives • To mobilise farmers into groups and federate groups into ‘Producer Companies (PCs)’. • To implement end-to-end Extension Projects to develop crop specific value chains. • To demonstrate public/private technologies (e.g. seed and other inputs). • To increase productivity by adopting best of technologies in public and private sector. • To aggregate farm produce.

Convergence of all Government Interventions • Backward linkages possible through: • Rashtriya Krishi Vikas Yojana. • National Food Security Mission. • National Horticulture Mission. • National Program for Micro-Irrigation. • Programmes under Micro-Management. • National Programme for Soil Health. • Technology Mission on Cotton. • Integrated Scheme for Oilseeds, Pulses & Oilpalm. 6

  7. Maharashtra Experience PPP – Market Linkage of Small Holders • Projects Under PPP – 12 • Participating Companies – 20 • Farmers – 1 Lakh • Area – 1 Lakh Ha. • Project Cost – Rs. 250 Cr. • Share of farmers & Pvt. Sector –Rs.140 Cr. • Government Share – Rs. 110 Cr.

Individual Coverage RYTHU BATA ( AP ) • Rythu Bata is being implemented with the following objectives: • To provide extension services at the door step of the farmers. • To create awareness about the ongoing Government programmes. • To understand the problems being faced by the farmers. • To get the farmers group formed in the process of Rythu Bata • To Mobilise MAO to visit the village regularly.

RYTHU BATA ( AP ) • Rythu Bata is being implemented with the following objectives: • To hold meetings for the groups at the Mandal level. • To display prominently on the Black Board/Gram Panchayath office the date & time of visits. • To organiz exhibitions during the meetings by involving ATMA, NGOs,KVKs Rythu Sanghams and private Organizations to generate interest and to motivate farmers.

Mass Coverage : RythuChaitanyaYatra(AP) • An innovative approach to train the farmers in the technology gaps by organizing Rythu Chaitanya Yatras (RCY) • An opportunity to the extension staff of Agriculture, ANGRAU & Line Departments to reach every habitation and interact with farmers. • To educate in latest technology in Agriculture and allied subjects and to train the farmers on technical gaps and on various Government programmes and schemes.

Example: Popularization of Cotton Picker (AP) • Cotton Picker Machine was introduced in Warangal District. • Individual farmer can pick the whole cotton in field. • Saves labour charges upto 4500/- per acre and maintains the quality while cotton picking & prevents dust carrying with cotton. • Farmers Groups are being motivated to popularize these machines in a big way.

Information to Farmers on phone (AP) • An application in AGRISNET portal to send SMS • Seed Availability • Soil Test based Fertilizer recommendation • Pest alerts • Misbranded pesticide information • Each day district specific five voice messages at regular intervals are sent to the farmers. • 3 messages on Agriculture • 1 message on Animal Husbandry • 1 message on General, weather, prices etc.

Addressing the problem through Automated Call Center (AP) Farmer calls toll free no.1800-425-3536 • Farmers call/problem is recorded and stored in the form of voice file & routed to respective districts Complaint Management System District JDA/ concerned officers log in Listens to the voice file Addresses the issue by calling the farmer back & then Closes the query Commissioner & Director of Agriculture monitors the calls and action taken by the concerned officers.

Success Story on Custom Hiring centre for Paddy- SMSRI 5.Coverage Through Service Provider AGRICULTURE – FARM MECHANIZATION (AP) Custom Hiring Station Name :Anil Agros Machinery Provided Tractor, Transplanter , Harvesters - track Type, Seedling Machine, Soil pulvarizer, Seedling trays, Laser Leveling Machine, Power Weeders 50% subsidy under RKVY 2011-12 is provided to this beneficiary. • The farmers who got transplanted using Rice transplanter. • 20% rise in productivity is noticed. • The farmers are feeling satisfied using this custom hiring centre. • This has benefitted the farmers in reducing the cost of cultivation by Rs. 4000 per Ha.

  23. 8.On Going Initiatives Some Issues Manpower: • To Provide manpower at all levels. • SMS to be increased from 2 to 4 per Block. • Need for increase in Salary of SMS to overcome high attrition, 10% increase in salary every year • Addl. Manpower from DAESI and ACABC • Need to increase compensation to FF from Rs.4000/- to 12,000/- per year. DAESI: • Cost Sharing between Dealer : Government : Company proposed as 25:25:50

  24. New Activities….. • Display Boards indicating the name of Extn. Functionary with contact details • Pico/Ultra Light Portable Projector+Low Cost Film/Hand held devices to BTMs / SMSs • Kala Jathas & other innovative ext. methods

Mass Media Support Mass Media: • Pro-active involvement of SLCs/DLCs in content creation • Utilization of DD/AIR to disseminate advisories/messages to cope up with emergent situations KCC: • Supervision of quality of services :Greater State Care • Appointment of Nodal Officers for KCC • Appraise KCC agents about new schemes & programmes • Increase number of KCC agents and location as per call flow
