  4. KHARIF ASSESMENT OF AREA AND PRODUCTION. • A shortfall of 25% of cultivation areas and 44.8% production of foodgrains over last year is anticipated due to rodent • outbreak under the influence of gregarious bamboo flowering.

  5. RABI PROSPECTS OF AREA AND PRODUCTION. About 30-40% increase in Areas and production is anticipated

INPUT ARRANGEMENT FOR RABI-2007 Seeds: - The total requirement for Rabi Seed is 3055 Qtl. out of which 1295 Qtl. of different crop seed is indented for supply to the dealers of NSC and rest 1760 Qtl. of seed is being arranged from state seed dealers and private seed agencies. . Fertilizer: - Fertilizer supply plan is already finalized at zonal conference held at Aizawl recently. The requirement of different chemical fertiliser are: Urea : 1500 MT DAP : 2000 MT MOP : 900 MT Slaked lime, etc : 1500 MT

  7. Extension System to improve delivery mechanism at grass-root level • Identified Nodal Officer (ATMA) Director of Agriculture • Identified ATMA District 4Nos (viz. Aizawl , Kolasib, Lunglei • Champhai.) • Formation of Committee i. Inter Department Working Group • and Notification ii. ATMA Governing Body • iii. ATMA Management Committee. • Mizoram Agricultural Management and Extension Training Society.(SAMETI) • have been registered under Society Act on 6.12.2005 bearing No.SR/MZ-113 • of 2005-06. • To converge the extension & demonstration programme of the watershed • management, ISOPOM programme, ICDP, AMDP, etc with the ATMA networks • To strenghten extension machineries through AGRISNET, ICAR, KVK, NGOs. • Convergence of lined departments – Horticulture, Soil & Water Conservation, • Sericulture, Fisheries programmes through strategic Research Extension Work • Plan. • To mobilize farm women into groups – SHGs and also to fecilitate credits in the • banks • Four additional districts were approved ( viz Lawngtlai, Saiha, Mamit Serchhip)

FOLLOW UP OF THE NDC RESOLUTION ON AGRICULTURE • Below 4.0 % of the state’s plan outlay is available for Crop Husbandry Sector which is too • meager for developmental and related logistic supports. In order to achieve desired growth • in farm sector and to strive for food and nutritional security, substantial investment through • Additional Central Assistance (ACA) is most essential in view of dearth of fiscal resource. • Areas identified for ACA in Crop Husbandry sector are outlined as under: • Provision for Agriculture census Socio-Economics land holding etc. • Village level resource mapping through GIS techniques • Provision for infrastructure creations - On farm development viz; land leveling, shaping, • drainage, field channel etc. • Enhancement of food grain production and productivity by area expansion and judicious • use of Agricultural chemicals, bio - agents etc. • Creation of more irrigation potential. • Extensive Seed production programme through Registered Producers/ Private • Producers, etc. • Provision for strengthening of Seed testing laboratory, establishment of Seed Processing • Unit and storage facilities in each of the eight Districts.

Farm mechanization and post harvest technology. • Amelioration of Acid soils, fertility mapping and improvement of soil health. • Cash crop development with special focus on Sugarcane, Potato, Ginger and • Turmeric. • Strengthening of existing of Soil testing laboratory for providing Micro nutrient • testing facilities, establishment of Bio-Control Laboratory in each of the eight Districts. • Provision for construction and Improvement of rural connectivity (major crop growing • areas to be connected with all weather metalled roads) for smooth movement of • marketable surpluses and agricultural inputs. • Promotion of Integrated farming system approach such as Horticulture, Livestock • and Fishery sector in the farming operation. • Revitalization of Extension services with focus on market led extension • Public-Private-Partnership (PPP) in production to processing/packaging and marketing.

Present situation of Mautam • Flowering and fruiting of Melocanna baccifera was observed throughout Mizoram since October, 2006 • Dendrocalamus hamiltonii was observed to flowers simultenously with Melocanna baccifera • Rodents were observed to be active in the flowering areas • Rodents and insect pests were observed attacking seedling of maize, paddy and vegetables and plantation crops

PLANTATION OF RED OIL PALM IN MIZORAM For Oil Palm Development Programme, Ministry of Agriculture and Co-operation, Government of India issued Administrative approval of Oil Palm cultivation under ISOPOM ( Integrated Scheme for Oil Palm, Oilseeds and Maize) for the year 2004-05 and the remaining period of 10th plan. The Oil Palm Development Programme is a centrally sponsored scheme on 75:25 sharing between Central Government & State Government. A high Level Working Group constituted by government of India under the Chairmanship of Dr. K.L. Chadha have identified 61,000 Ha. (approx) potential area for Oil Palm cultivation in Mizoram. At present, all the eight District are selected for cultivation of Oil Palm.
