  5. NATIONAL FOOD SECURITY MISSION ( 2007-08 to 2011-2012 ) • The State of Meghalaya is not included among the 16 States of the country for implementation of NFSM – Rice, NFSM – Wheat & NFSM - Pulses

  6. NATIONAL AGRICULTURE DEVELOPMENT PRGRAMME • Guidelines of the RKVY received by the State in which a meeting was convened at the State level by the Planning Dept. to highlight on the purpose and objectives of the Scheme • Since the Scheme involves integration of various sectors like livestock, fishery, minor irrigation, RD works, water harvesting & conservation – respective district administration to coordinate preparation of District Agriculture Plans & presently under process • The Operational Guidelines are under study by the State Government forthepreparation of District Plans and State Agricultural Plan

  7. AGRICULTURE EXTENSION • Extn. mechanism through grassroot level workers – Extn. Officers, Gram sevaks, Agril. demonstrators at CDblock, Agril. circles, Sub-divisional & District levels • Extn. support through Farmers Trg. Centres, KVKs, BATC, Information wing • 5 KVKs in the State sanctioned by ICAR – two established under ICAR & three under State Govt. – Cabinet memo. Under consideration by State Govt. & expect implementation from 11th Plan Fund released by ICAR = Rs 70.25 lakhs • 2 KVKs under process – land inspection completed – MOU to be signed • Extn. Reforms – SREP, SEWP completed – Cabinet memo. for Extn. Reforms ( ATMA model ) in final stage & tentative allocation for 2007-08 = Rs 117 lakhs

SEEDS • Action being taken on preparation of detailed State Seed Plan to focus on max. utilization of the seed production infrastructure • To upgrade quality of farmer-saved seed, foundation/certified seeds at 50% subsidy distributed to farmers and seed production through Seed village concept • Seed certification with assistance of Assam Seed Certifying Agency & the State proposes setting up of own Seed Certifying Agency to strengthen seed certification • To upgrade the quality control mechanism, the State is yet to establish a quality control laboratory • Enforcement of seed quality regulations is weak but regular seed sampling is taken up to discourage sale and use of spurious seeds • 2051 seed samples tested during 2006-07 in the only State Seed Testing Laboratory

  9. NATIONAL HORTICULTURE MISSION • The State has been covered under the Technology Mission for integrated Development of Horticulture in NER (TMH) along with other NEStates including Sikkim and the States of Jammu & Kahsmir, Himachal Pradesh and Uttarkhand

AGRICULTURE MARKETING • The State is yet to make amendments in the existing Meghalaya Agricultural Produce Market Act 1980 and hence yet to avail the benefit of the Central Sector Scheme – Development/ Strengthening of Agricultural Marketing Infrastructure, Grading & Standardization • Gramin Bhandaran Yojana Central Sector Scheme not fully availed by entrepreneurs for complaints of non-financing by the banks • Some initiatives have been taken by the State for networking of marketing and processing through its web-based Market Inforamtion Service using ICT framework as an extension of the AGMARKNET

FERTILIZERS & INM • FCO not being enforced to that extent as complaints of spurious fertilizers are sparse but random sampling of fertilizers supplied for agril. purposes are taken up • The State has no fertilizer quality control lab. But samples are being sent to RFCL, Kalyani for analysis • During Rabi 2007-06 the State requires 2550 MT Urea and this was taken up in the Zonal conference • Organic farming in the State is by default as fertilizer consumption was 19 Kg/ha during 2006-07 & it is encouraged on “Crop-specific & location-specific” basis

PLANT PROTECTION & IPM • Insecticides Act 1968 for maintaining good quality of pesticides not done strictly as selling of spurious pesticides by dealers is bare minimal • For quality analysis, the only SPTL needs improvement for functioning • The State emphasizes adoption of eco-friendly plant protection approach through IPM with setting up of FFS and improving ITK
