STOWG Agenda Define / Redefine WG Charter – Make Recommendations To COMSTAC, FAA-AST Initiate Development of Response to DoD Commercial Launch Issues White Paper Request Discuss Spaceport Associates request for definition of Launch Ops & Support Needs from future space tourism operators, including integration into future Air Traffic Control developments Discuss the Scope of “Operations” Define “System” and Operations Expendable Launch Systems Reusable Launch Systems Identify/Develop 2-3 Issues That Warrant STOWG Attention If any, make recommendation for pursue / no pursue to full COMSTAC and FAA-AST If adopted, formulate/implement plan to develop reportable products at October 2009 WG/’COMSTAC Meeting If none, make recommendation on future of STOWG

DoD White Paper Request – Commercial Launch Facilitation Issues / Status STOWG Task Assignment – Develop / Prepare White Paper “What DoD procedures, policies or regulations hinder U.S. commercial space launch operations or activity?” Commercial launch business, i.e., FAA-licensed missions Address: Federal Ranges Range Scheduling Competitiveness Ease of Access to DoD personnel by Commercial Users Other Topics Exclude: USG missions, Acquisition Reform, Export Control Issues (ala ITAR) Draft White Paper by 5 June; Final White Paper by 15 July

Spaceports-Interaction with Federal Ranges? Payload Processors? Developers (Test Facilities Users – e.g., AFRL, AEDC, etc.)? Others? Assimilate Responses Prepare / Distribute Initial White Paper Draft to full COMSTAC Finalize White Paper for Delivery to FAA-AST
