Scenario begins: At 11:00 AM Friday, a another routine day at the Health Center when a patient arrives at the center, transported by his brother and accompanied by his wife, small child, and sister-in-law. The patient had been working with his brother to clear the driveway when he accidentally slipped and was run over by the brother’s pickup truck. The patient has a broken femur and is in considerable pain. The patient’s brother is understandably distraught and wishes to stay with his brother during treatment.

  4. Scenario continues: Later in the day: the patient has been stabilized and is resting comfortably. The patient’s brother has opted to stay at the Health Center to keep his brother company. The rest of the family has gone home. Another patient has arrived at the Health Center, complaining of flulike symptoms. A severe wind warning is issued by the weather service. A severe and dangerous winter storm is expected to hit the area at about 2PM. This storm is expected to last several days and the weather service advises extreme caution.

  6. Scenario continues: Late in the day: the windstorm has struck the com will full force, causing plummeting temperatures, poor visibility, and hazardous conditions. The winds cause the lights to go out and a window in the Health Center to break, startling the femur patient, who makes it out of bed only to fall to the floor, complicating his injury. The patient’s brother rushes to the room to help. Within minutes, the patient begins to show signs of severe blood loss and appears to be in critical condition.

  8. Scenario continues: Weather still very dangerous. The patient complaining of flu-like symptoms has awoken and is feeling better. He wishes to leave the Health Center and go home.

  10. Scenario continues: The howling wind has reached its peak. The flu patient has quietly slipped out the door to attempt to return to his residence. No one saw him leave or knows what he was wearing or how he will attempt to get home.

  12. Scenario continues: EMS and Medevac units are unable to reach the Health Center to transport the femur patient. Health care providers and staff must be prepared to care for this patient for up to 24 hours before a transport may be possible.Meanwhile the patient who left the health center is still missing. A staff member reports hearing cries for help from outside. She was unable to see the person but reports that the cries are coming from not far away.
