  3. ICAO Civil Aviation Training Policy • Published to all States (EB) • Defines ICAO role in the provision of aviation safety training • Addresses both safety and security TRAINRO/2

  4. ICAO Civil Aviation Training Policy • Scope: • applicable to all training provided by ICAO Bureaus, Regional Offices and training organizations issuing a certificate of completion or a certificate of achievement with an ICAO logo. TRAINRO/2

  5. AST objectives • AST established on 1 July 2010. • External • Execution of ICAO Civil Aviation Training Policy. • Internal • Address ICAO internal principles and processes regarding training design, development and delivery in support to strategic decision making. TRAINRO/2

AST objectives • Integrate existing training activities carried out by different sections within ANB and coordinate the development of training materials with relevant sections. • Develop and establish the necessary procedures to endorse external training organizations that will deliver ICAO training courses. • Design, develop and update guidance material related to ICAO training activities in coordination with relevant ANB sections. AST Functions • Execution of the training policy for Safety • Coordination of NGAP activities including NGAP T/F • Administration of eLearning activities • Design, development and preparation of training materials for all safety-related training, in coordination with ANB sections. • Conduct of limited training courses and seminar/workshops. • Manage TRAINAIR_Plus Programme • Endorsement of training courses • Endorsement of GSI training • Coordination of training for ANB staff (internal training) TRAINRO/2

AST Training Programmes and activities • TRAINAIR PLUS • Endorsement Programme • Next Generation of Aviation Professionals (NGAP) Programme • Administration of e-learning activities • Design, development and conduct of seminar/workshops and ANB training courses (in coordination with ANB sections and RO) • Design, develop and update guidance material related to ICAO training activities TRAINRO/2

Next Generation of Aviation Professionals • Issue: Address availability of qualified & competent aviation professional • Solutions: • Accreditation of training programs • Sharing of best practices & training packages • Global communication strategy through regional conferences & NGAP forums • 2nd NGAP Forum (2012) TRAINRO/2

Quality system and training procedures • No need for a Quality Certificate (ISO) but an internal quality system will be established • A phased approach established for the implementation of a quality system addressing all activities: • Priority for assessment and endorsement of external organizations delivering safety-related training • Establishment of organization’s standards regarding training design, development and delivery TRAINRO/2
