  3. OFFICE OF THE CHILDREN’S REGISTRY (OCR) • Established as a provision of the Child Care and Protection Act 2004 (CCPA) • A statutory body under the Ministry of Youth and Culture • Started operating on Jan 1, 2007

OFFICE OF THE CHILDREN’S REGISTRY • The central repository of the Government concerning the care and protection of our nation’s children to receive, record, assess and refer reports for investigation suspected or actual cases of: - abuse (child labour, child trafficking, neglect, emotional, physical, sexual)

  5. OFFICE OF THE CHILDREN’S REGISTRY The OCR ensures confidentiality to individuals making the reports. Facilitates other government ministries with data to effect proper legislative and policy directives regarding children. Allows for evaluation and recommendation for corrective action by the Registrar based on data provided.

  6. OFFICE OF THE CHILDREN’S REGISTRY On March 01, 2013 the Ananda Alert Secretariat was transferred to the OCR. Ananda Alert replaced Red Alert as the system responsible for the safe and speedy recovery of children that caregivers are unable to locate. The focus is solely on missing children and these reports are documented, referred for investigation and disseminated to interested parties/ stakeholders within 30 minutes of receipt.

  13. ACHIEVEMENTS TO DATE Administrative • Twelve (12) ministries and key partner agencies have signed a Memorandum of Understanding (MOU) regarding the revamped Ananda Alert system. • Ananda Alert database created with key and other willing stakeholders

  15. ACHIEVEMENTS TO DATE Administrative • Procedure for first responders (Police) being developed to investigate missing children • Consultation/negotiations in draft stage with four (4) additional partners for the signing of a Memorandum of Understanding.

  16. ACHIEVEMENTS TO DATE Public Education • Since the transfer of Ananda Alert in March of 2013, the OCR has sensitized over 10,000 adults and children regarding the Ananda Alert system (AAS) through public education events/activities.

  17. ACHIEVEMENTS TO DATE Public Education • Over 50 presentations were conducted with various groups (churches, communities, parenting workshops, school tours, bus operators among others) • Participated in the Caribbean Child Research Conference

  18. ACHIEVEMENTS TO DATE Public Awareness • The OCR has participated in over 20 media interviews • To date 6 Press Releases were sent out • A contract is currently being negotiated to expand the existing number of video boards displaying pictures of missing children and information about the OCR

  19. ACHIEVEMENTS TO DATE Public Awareness • Advertisements and news features were placed in the print media • Published listing of recovered children between January and September 2013

ACTIVITY LIMITATIONS • Publication of recovered children each quarter; one undertaken to date - approximate cost $600, 000 per quarter (Black & White, no pictures in the Gleaner and Jamaica Observer) • Ananda Alert broadcast on video boards (4 months) - $1.2M • Printing of flyers, brochures, posters etc. in the last financial year cost approximately $1.2M

  23. ACTIVITY LIMITATIONS • Radio public service announcements cost approximately $7,000 per 30 second airing • Television advertisements cost approximately (production and airtime) - $750,000 – production of one - $100,000 - for airing in two slots (prime time and prime time news)

  24. ACTIVITY LIMITATIONS • Promotional items including artwork costs approximately $5.67M • Hosting of school tours, outside broadcasts, trainings and sensitization sessions costs approximately $2.7M

  25. ACTIVITY LIMITATIONS • Budgetary allocation for Ananda Alert system - $6.7M • Actual required annually - $90M

  26. SOCIAL LIMITATIONS • Culture of under reporting & mistrust • Lack of human capacity/ manpower • Access to internet • Hours of work

  28. WAY FORWARD • Create an Ananda Alert website which will be integrated into the OCR website.

  29. WAY FORWARD • Collaborate with the JDF, Jamaica Fire Brigade, JCF and ODPEM to develop effective search and rescue manuals and train teams island wide.

  30. WAY FORWARD • Continue to develop and expand public education programme materials based on recommendations from baseline study.

  31. WAY FORWARD • Expand use of electronic (video boards, internet, TV, social media) and print media to broadcast: - OCR activities - Missing and Recovered information - Tips for parents and children

  33. WAY FORWARD • Continue consultations with route taxi associations and other key stakeholders including: - Government ministries/agencies, - NGOs - Financial institutions - Security firms - Communication/media groups - Productive & distribution sector

  35. WAY FORWARD • Commission a baseline study for missing children, identifying: - Cause - Measures to prevent incidence of missing - Impact on child, family & society - Policy measures to adopt - Most ideal communication media

  36. CURRENT PARTNERSHIPS • UNICEF – providing financial and technical support • CPTC – creating and uploading video images free of cost • JIS – airing PSAs at reduced rates; featuring OCR activities on its web page and in house looped video features

REQUIRED PARTNERSHIP COMMITMENT • Disseminate Ananda Alerts via company intranet, notice areas, Facebook, email, indoor and outdoor electronic video boards • Promote the OCR and its activities at company sponsored events (booth displays where appropriate) and sponsorship of targeted activities

  38. REQUIRED PARTNERSHIP COMMITMENT • Sustained financial and technical support: - Conduct trainings/sensitization sessions - Develop manuals/protocols, - Promotional and public education items
