USA Patriot Act (Oct, 2001) • Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism • Increased surveillance • Monitoring Email and Phone call content without warrant • Power to Sectary of State to define any foreign or local groups or individuals as terrorists • Sunset in 2005 • Changes in Senate • Changed back and passed through congress by Bush

Europe • European Arrest Warrant (EAW) replacing extrication • Funding increased to ESA • Coop agreements signed with all 25 state intelligence agencies, including C3 • Public order offences can now be classed as terrorism • Clamping down on European history or civil disobedience • Greenpeace charged under terrorism law in Norway (2005)

Ireland • Serious offence 6 months, not 5 years (1997 Bail Act) • 12 month retention • After consultation with ISPs didn’t opt for 2 years allowable by directive • Data retained: • Names of Sender/Receiver; IPs; Times logged on/off; Size & Type of attachments; Mobile phone info already available • No warrant • Garda Commissioner to make requests • Must only report on the efficiency of handling
