  2. PRESENTATION OVERVIEW • Regional Aviation Security Coordination Forum • Aviation Security Training Centre • Universal Aviation Security Audit Programme • AVSEC Point of Contact Network Test

RASCF - OBJECTIVES • Enhance aviation security in a holistic and unified manner as guided by international frameworks and strategies, namely ICAO Comprehensive Aviation Security Strategy, Declaration of Aviation Security, Aviation Security Assistance and Capacity Building Strategy and conclusions and recommendations from the High-level Conference on Aviation Security and any other future efforts by ICAO related to aviation security.

RASCF - OBJECTIVES • With ICAO’s leadership, provide a practical platform for a cooperative, coordinated and unified approach to strengthening aviation security regionally. • Facilitate members’ discussions and sharing of views on the operational implications of aviation security developments, including Standards and Recommended Practices, and to seek to develop partnerships.

RASCF: Major Initiatives • Eight Priority Areas. • Partnerships with World Customs Organization (WCO) and customs agencies at the regional and national levels. • Organize joint ICAO-WCO regional workshop to enhance mutual understanding and awareness. • Joint pilot programme on Regulated Agents/Authorized Economic Operators. • Engage with agencies responsible for facilitation operations like Immigration, Foreign Affairs for implementing the Traveler Identification Program (TRIP).

RASCF/1: Outcomes • New Zealand to Chair for three years (RASCF/1-RASCF/3, inclusive). • Sri Lanka to Vice-Chair for three years (RASCF/1-RASCF/3, inclusive). • The RASCF confirmed the Eight Priority Areas are appropriate to meet the aviation security and facilitation needs of the APAC region. • RASCF members committed to utilizing the identified principles in developing the identified Partnership opportunities in order to enhance aviation security and facilitation in the APAC region.

RASCF/1: Outcomes • Agreed to establish partnerships with World Customs Organization (WCO) and customs agencies at the regional and national levels, respectively. • The first step in establishing this partnership at the regional level is to deliver a joint ICAO-WCO regional workshop to enhance mutual understanding and awareness. • ICAO advised that the ICAO-WCO joint training module will be launched in APAC. RASCF welcomed this decision. • The RASCF committed to provide to ICAO the information necessary for the Partnership Coordination tools to operate effectively.

  8. RASCF/1: Outcomes • RASCF State members agreed to engage with agencies responsible for identification management and Facilitation operations eg Immigration, Foreign Affairs. The purpose of this engagement is to implement the Traveler Identification Programme (TRIP) Strategy. The format eg workshop, meeting, symposium, and details of this engagement is yet to be determined. The Secretariat agreed to support this initiative. • The value to RASCF member States of the RASCF was confirmed by: • Participation of 55 representatives from 24 APAC States/Administrations and five (5) aviation security partners (industry and States outside the Asia Pacific Region). • Receipt of 34 papers. 22 Discussion Papers were presented to the Forum and 14 Information Papers provided to RASCF participants. • Agreed to Terms of Reference.

  21. AVSEC Point of Contact Network Test OBJECTIVES: Validate the PoC information provided by States, ensuring designated points of contact can send and receive security information of an urgent nature in an efficient manner, and access other features of the PoC Network;

  22. AVSEC Point of Contact Network Test OBJECTIVES: Determine the overall efficiency and effectiveness of the PoC Network as a means by which States can send and receive communications of a sensitive security nature and information about imminent threats, request security-related information of an urgent nature and/or provide guidelines on countering threats; Encourage States that have not yet joined the PoC Network to do so.
