Definition Prevention • A proactive process which empowers individuals and systems to meet the challenges of life events and transitions by creating and reinforcing conditions that promote healthy behaviors and lifestyles.* • Alcohol and other drug abuse prevention includes all measures to deter and reduce the abuse or misuse of alcohol and other drugs to the lowest possible level (AR 600-85). *U.S. Health and Human Services, Center for Substance Abuse Prevention 4-1-1
