  3. Historical Context. • Society tended to segregate and isolate disabled. • 1970s start of disability rights. • 1973 Rehabilitation Act passed. • ADA passed 1990.

  5. Goals of Policy Outcome. • Elimination of discrimination of people with disabilities. • Standards addressing discrimination of people with disabilities. • Federal Government enforces standards of Act. • Congress has power to address issues of discrimination.
