  3. What is Advocacy? • Advocacy is the pursuit of influencing outcomes. -Enactment or defeat of legislation -Changing regulation • An advocate is “one who supports or defends a cause.” • An Advocate is “one who works on behalf of another person or group.” PHIMA ICD-10 Grassroots Advocacy 2014

  4. Why do We Advocate? • To build name recognition of the association and profession • To make valuable contacts • To collaborate with other organizations • To inform and be informed • To ensure HIM professionals are a part of the decision making process PHIMA ICD-10 Grassroots Advocacy 2014

This is an Election Year!!So What Does This Mean For You…. • This is an optimal time for AHIMA and PHIMA to make inroads on key issues. • Members of Congress are receptive to hearing from their constituents. • HIM professionals should be a part of the decision making process for healthcare related issues.   6. H.R. 1701/S.972 The Cutting Costly Codes Act Both of these bills would prohibit the Secretary of Health and Human Services from replacing ICD-9-CM with ICD-10-CM and ICD-10-PCS. PHIMA ICD-10 Grassroots Advocacy 2014

Express Your Opposition to the ICD-10 Delay • On April 1, 2014 H.R. 4302, the Protecting Access to Medicare Act of 2014 was signed into law.  This bill delays ICD-10-CM/PCS implementation until at least October 1, 2015.  This was done after legislators rushed the bill through both the US House of Representatives and Senate. •  Contact your Members of Congress to express your disapproval for the ICD-10-CM/PCS delay and let them know that code sets must be implemented. ICD-10 Coalition http://coalitionforicd10.wordpress.com/ • The Coalition for ICD-10 is a broad-based healthcare industry advocacy group, including— hospitals, health plans, hospital and physician office coding experts, vendors, and the health information technology (HIT) community— united in support of the U.S. adoption of the ICD-10 coding standard. • The Coalition for ICD-10 promotes the critical importance of ICD-10 to improving quality measurement, public health surveillance, clinical research, and healthcare payment through research, education, advocacy, and mobilization. PHIMA Gift Card Drawing • In an effort to encourage the PHIMA members to reach out to their Senators and Representatives, PHIMA will be drawing names for $25 gift cards. • There will be two drawings for each region based on the e-mail date. • The first period is now through October 31, 2014. • The second period is November 1 through December 31, 2014.
