PSP 1: Catalytic Projects • Projects that will unlock the economic development potential to be prioritised • The focus for the next five years to be on the Wild Coast Corridor; key projects include: • N2 Wild Coast Road • Mzimvubu Multipurpose Development Project • Wild Coast meander
PSP 2: Small Town Development • The PSP seeks to achieve small town development through supporting municipalities in improving basic infrastructure provision. • Priority towns for 2018/19 include Libode, Ngqeleni, Port St John’s, Mt Fletcher, Kirkwood, Flagstaff, Port Alfred & Willowmore
PSP 3: Urban Settlements • The PSP seeks to achieve integrated settlements with upgraded municipal infrastructure in all growth areas in the Province • Focus on development of urban and peri-urban human settlements with good transport connections and densification. • Focus for the next five years to be on KSD, BCM & NMBM
PSP 4: Water & Sanitation • The PSP seeks to achieve universal access to water and sanitation; eliminate access to water backlogs in Alfred Nzo & OR Tambo districts; eliminate sanitation backlogs in the Chris Hani, OR Tambo & Alfred Nzo districts; • Ensure approval and implementation of the EC Water Master Plan
PSP 5: Energy & Electricity • The PSP seeks to accelerate the achievement of universal household access to electricity and position the Eastern Cape as a future energy hub. • Focus on the elimination of electrification backlogs, particularly in Alfred Nzo district and Elundini LM • Continue to implement the renewable energy programme • Continue work to position the Eastern Cape as an energy hub (shale gas, nuclear, offshore oil and gas)
PSP 6: Agro-logistics • The PSP seeks to promote the off- and on- farm infrastructure investment required to grow the agriculture sector and support rural enterprises • Provision of basic infrastructure (access roads, water, electricity, ICT) to agriculture and other rural economic activities (such as tourism nodes) • Infrastructure to support the Agri-parks and Red Hubs
PSP 7: Education Infrastructure • The purpose of this PSP is to improve equitable access to education through aligning education facilities to the nationally determined norms and standards. • The design and accelerated implementation of school rationalisation plans be prioritised • Investment in fewer and larger schools and hostels (to reduce scholar transport) be prioritised • Complete the eradication of mud schools (ASIDI) & Ensure all schools have basic infrastructure (water, sanitation, electricity and fencing) by 2020.
PSP 8: Health Infrastructure • The purpose of this PSP is to improve equitable access to health through aligning health facilities to the nationally determined norms and standards. • The design and accelerated implementation of rationalisation plans for health “service delivery platforms”. • Ensure all health facilities have basic infrastructure (water, sanitation, electricity and fencing) by 2020. • Ensure accommodation facilities are provided for health professionals.
PSP 9: Transport Infrastructure • The purpose of the Roads PSP is to accelerate maintenance and upgrading the provincial roads network & other transport infrastructure • The focus is on roads that connect the province to national centres, roads that connects cities, towns and villages to each other, roads to public facilities, roads that may unlock economic opportunities. • Roads to public facilities and tourism destinations
PSP 10: ICT Infrastructure • The purpose of the PSP is to improve public services (e-Government) and promoting enterprise activity through the use of ICTs. • Provincial priorities for the MTEF are: • Building broadband architecture, connecting PE, EL & Bhisho • Rebuilding the Bhisho campus network • Provincial Virtual Private Network • Provincial Datalines Upgrades • National priority in the EC • OR Tambo broadband rollout pilot
PSP 11: Enabling Interventions • PSP 11 prioritises five cross-cutting issues that are crucial to implement the ECIP: political governance, planning, delivery support, procurement and skilling • An Eastern Cape Provincial Infrastructure Co-ordinating Commission (EC PICC) be established in order to strengthen infrastructure governance, political championship and oversight • To improve infrastructure planning, the Infrastructure Planning and Co-ordination Office (IPCO) be established in Office of the Premier • To improve infrastructure delivery by departments and municipalities, support mechanisms be established by the OTP, DR&PW and Provincial Treasury • Targeted procurement procedures be used to promote social and economic objectives, as well as specify minimum local content. • The HRD Council and the Provincial Skills Development Forum must ensure that the training system meets infrastructure skills needs, and also that infrastructure delivery promotes workplace training opportunities
