  2. QUESTION 1:If ICT budget or staff is being reduced in your Assembly, do you have a plan to respond to such reductions and minimize the negative effects on ICT services or ICT projects?

  3. QUESTION 2 :Have you taken part in innovation programmes for cost reduction in your Parliament?

  4. QUESTION 3:Have you taken part in Department reorganization programmes for cost optimization in your Parliament? Common answers • Ongoing or under discussion attempts • Reducing the use of paper • Other

  5. QUESTION 4 :Do you have examples of implementing ICT solutions and practices which have led to process improvement and reduced need for personnel?

  6. QUESTION 5:Have you taken steps in your Parliament to get rid of paper documents or at least reduce substantially the use and circulation of them?

  7. QUESTION 6:Has your Parliament initiated programmes concerning new ICT technologies to ensure that various stakeholders receive training about changes, and clear and constant messages regarding why changes are needed and how they will be impacted?

  8. QUESTION 7 :Do you have good examples of project cost containment within tight budgets thanks to the adoption of a best practice or innovative measures?

  9. QUESTION 8 :Have you made savings by using more effective life cycle management, retiring underperforming hardware, software and other assets and practices?

  10. QUESTION 9:Have you maximized data asset reuse?

  11. QUESTION 10:Is the ICT Department using virtualization software in order to reduce the number of physical servers to save in computing costs?

  12. QUESTION 11 :Is your Department planning to introduce or introducing cloud computing in order to make savings and meet strategic objectives?

  13. QUESTION 12 :Have innovative choices enabled savings in hardware and software or in service support for MPs and staff?

  14. CONCLUSIONS (1) Most Parliaments having answered YES : • GIVE PRIORITITY TO MAIN PROJECTS IN CASE OF REDUCTION OF ICT BUDGETS (qu. 1) • FOCUS ON INNOVATIVE PROGRAMMES (e.g. virtualization, paperless sessions etc) (qu. 2) • ARE ABOUT TO EXAMINE THE RE-ORGANIZATION OF THE DEPARTMENTS (qu. 3) • IMPLEMENT ICT SOLUTIONS BY RE-ENGINEERING HORIZONTAL PROCESSES AND WORKFLOW SPANNING MPs OFFICES (qu. 4) • TRY TO REDUCE THE USE OF PAPER WITH RESPECT TO PARLIAMENTARY APPLICATIONS (and not to administration applications etc) (qu. 5) • ICT DEPTs ORGANIZE TRAINING OF THE STAFF & ASSISTANCE FOR EVERY NEW SERVICE (qu. 6) • ADOPT INNOVATIVE PRACTICES FOR COST CONTAINMENT (qu. 7) • FOLLOW FINANCIAL MANAGEMENT OF MATERIALS (replacement, virtualization etc) (qu. 8) • MAXIMIZE DATA ASSET REUSE (qu. 9) • USE VIRTUALIZATION SOFTWARE (qu. 10) • HAVE PLANS (in the near future) TO USE CLOUD COMPUTING (qu. 11) • HAVE INNOVATIVE CHOICES ENABLED SAVINGS IN SERVICE SUPPORT FOR MPs (qu. 12)

Using statistical methods (Chi square test with confidence level 95% - SPSS 19.0] : According to the ICT budgets (year 2008), it seems to be a relationship between the Institutions and the answers given to Question 1 (THE PLANNING OF ICT DEPARTMENTS TO MINIMIZE NEGATIVE EFFECTS ON ICT) and Question 4 (THE HORIZONTAL RE-ENGENNERING PROCESSES AND WORKFLOW SPANNING MPs OFFICES, POLITICAL GROUPS AND PARLIAMENT DEPARTMENTS). No other relationship was found for the other 10 questions.
