  2. CERTIFICATES AND AWARDS • Presentation of $10,000 to the City from Atlantic Broadband for PEG access. This was part of the recently completed negotiations involving the awarding of a Franchise Agreement to Atlantic Broadband.

  3. Reports – City Administrator • Discussion by Council on whether to support a low income tax credit request by the Hampstead Group for the redevelopment of William Booth Towers on Sommerville Avenue, Cumberland. • 10-year $ 22,400 PILOT Agreement • City Planner David Umling will provide an up-to-date overview on the current status of the upgrade plans for US 220 and how they may affect the City. • 220 Upgrade Slideshow 2008.ppt

Ordinances – 1st Reading Only • Ordinance - providing for the establishment of a Homestead Property Tax Credit Percentage in the amount of 107%. • City/County rate the same since City has never adopted their own ordinance • City must accept County rate unless it adopts its own ordinance. • Deadline for submission to the State is November 25, 2008 for the FY 2010 budget.

Resolutions • Resolution authorizing the issuance and sale of General Obligation Bonds in the amount of $9,070,000.00 to be used and applied for the public purpose of financing or reimbursing costs associated with the acquisition, planning, design, construction, reconstruction, improvement, paving and repaving of new and existing city streets and roads, and related improvements. • Resolution granting the Cumberland Outdoor Club a real and corporate property tax credit for the tax year 2008-2009. • Real Property - $ 9,912.56 • Corporation - $ 300.00 (est.) • First granted in 2007/2008 tax year and is a “may” vs. “shall” • Resolution pledging participation in the Maryland Municipal League (MML) Geocache Trail Program.

Consent Agenda • Order authorizing the Fire Chief to enter into the Allegany County Life Support Intercept Agreement with regional emergency medical providers, covering the terms of requests and conditions for reimbursement for services provided between such emergency medical providers. • Order accepting the proposal of CBIZ Insurance Services, Inc. to provide loss control assistance, effective July 1, 2008, in the amount of $30,000.00. • Order authorizing a three-year Disaster Recovery and Business Continuity Services Agreement with LINK Computer Corporation, with regard to the AS400 computer system, in the amount of $1,400.00/month. • Order reappointing the Reverend Alfred Deas to the Housing Authority Commission for a five (5) year term, commencing October 18, 2008.

  10. Letters, Petitions, etc. • Letter from David A. Treber of the Great Allegany Run (GAR), requesting the Mayor and City Council's approval of a Special Events Permit to hold the 27th annual GAR on Saturday, October 4, 2008.
