  3. WHY? • Location • Harsh terrain made it difficult to escape • Terrain – Earthly ground/obstacles • Hot showers so prisoners could not get used to the cold water

  4. WHO? • Problematic prisoners transferred from other prisons • Considered threat to guards and other prisoners • Threat- danger • Escape attempts • Too much media attention • Media- newspapers, TV, word of mouth, publicity
