Background • What we are doing: • Implementing a formal approach to procuring agency placements from the market place. • Will be a 3 year framework, with an option to extend for an additional 12 months. • Once accepted onto the framework, individual requirements will be requested separately by East Riding and North Lincolnshire councils.

  5. Background Cont .. • Why we are doing this: • We are obligated to comply with procurement regulations and legal requirements. • Continue to develop working relationships with providers to achieve positive outcomes for children and young people.

  6. Key Points: • We only go to market if the need cannot be met internally; • National drive, and usually in children and young people’s best interest, for placements to be as close to home as possible, where appropriate; • The majority of our external placements are within or just outside our Local Authority area;

  14. Feedback from children & young people • Joint CYP participation event. • Genuine and meaningful, ensuring that CYP’s views are heard. • Views and values will be incorporated into the service specifications. • Young people will be involved in tender evaluations.

Residential Placements We require providers to have: • Good quality provision (registered with Ofsted) • Local Provision • Choice • Value for money • Trained and competent staff • Placement stability • Positive Outcomes for young people • Evidence of good practice • Adhere to Safeguarding practice and Safer Recruitment processes • May include education

  16. Residential Cont … • Types of Provision Required: • Male/Female/Mixed/Solo • Current Needs: • Attachment Issues • Autism • Aspergers • Sexualised Behaviour • Challenging Behaviour • Therapeutic Needs

  17. Foster Placements • Currently we require the following type of fostering placements: • Emergency • Short term • Long term • Short breaks • Parent & Child placements • Assessment (potential future need)

Foster Cont … • We require providers to have: • Local provision • Good Quality provision – adhering to fostering National Minimum Standards and regulations • Trained and competent foster carers • Good matching processes • Good recruitment and assessment processes • Adhere to Safeguarding practice and Safer Recruitment processes • Value for Money • Placement stability

SEN Placements • Relates to placements in independent/non-maintained special school provision • Ideally aim to place pupils in day placements locally, but due to complexity of need/distance from home, some placements are residential • Service spec to be developed as part of this process • Placements must be able to meet needs as identified in the Statement of SEN • Main needs in relation to SEN Placements - BESD/ASC.

SEN – North Lincolnshire • Current number of pupils placed in independent/non-maintained sector – 74 • 18 pupils were placed in the last 12 months (24%) • Number of day placements – 41 (55%) • Number of residential placements – 33 (45%) • Of those in residential provision – 26 are in 38 week provision (79%), 7 are in 52 week provision (21%) • Number of in county placements – 34 (46%) • Number in out of county placements – 40 (54%)

SEN – East Riding • Current number of pupils placed in independent/non- maintained sector – 56 • 4 pupils were placed in the last 12 months (7%) • Number of day placements – 38 (68%) • Number of residential placements – 18 (32%) • Of those in residential provision – 10 are in 38 week provision (55%), and 8 are in 52 week provision (45%) • Number of in county placements – 19 (34%) • Number in out of county placements – 37 (66%)

  23. Benefits to providers • One application process for both local authorities; • Providers on the framework will be the first port of call for accessing opportunities; • Open and transparent process; • Future commissioning of placements will follow a formal process.

  24. Indicative timetable • April – Launch tender • May – Responses In • May to June – Evaluations • June to July – Provider interviews (if required) • August – Approval process • September – Contract award
