  14. Recruitment Tools Commitment • Commitment is the foundation of a successful effort to build and maintain a diverse, high-quality workforce. This commitment should be clearly stated and communicated from the “Top Leadership” to employees at all levels.

  19. Recruitment Tools MANAGEMENT DIRECTIVE 715 • The MD-715 provides a roadmap for creating effective equal employment opportunity (EEO) programs for all Federal employees.  The MD-715 also provides a summary of challenges that we face in attaining the status of a model agency.
