Background: What Is “Lean?” • “Lean” is a set of principles and tools that help people “learn to see” and eliminate waste • Pioneered by Toyota; 70% of U.S. manufacturing firms now report using Lean (Industry Week 2008) • Six Sigma is a collection of tools that identify sources of variation in any process to improve quality (Motorola, GE leaders) • Lean government: • Eliminates waste in administrative processes while preserving substantive goals • States leaders in application to environmental protection processes 1

How Lean Typically Works • Facilitated by Lean professional / trainer • Problem Identification/Planning • Identify key people • Define problem, metrics, goals • Identify and gather data • 3-5 Day “Event” • Day 1 - “Just-in-time” training in Lean • Value Stream Map old & new processes • Day 3 (or 5): Develop Implementation Plan • Follow-up and Implement • May take a few days or several months but start immediately • Document • Additional events if needed • Review progress at 30/60/90 day intervals • Communicate successes 2

ECOS-EPA MOU on Business Process Improvement (March 2010) Responsibilities of ECOS and EPA: • Provide leadership and capacity building among the States to: • Promote broader understanding of organizational improvement techniques and tools • Continue to refine the available tools • Assist States in the use of tools • Appropriate activities could include: • Establish a Workgroup to support dialogue among States that seek to use process improvement techniques • Maintain an information repository • Forums and face-to face meetings, hands-on workshops, and web-based seminars • Demonstration projects assisting States with business process improvements
